We have a brand new opportunity available in our new Procurement and Contracts service.
We are recruiting a Senior Procurement Officer to join our new service for our client Councils, the South and East Lincolnshire Councils Partnership and across our company.
Joining our new service, you will be given the opportunity to help build our procurement function from the ground up, this is an excellent opportunity for an experienced individual within the procurement field to stamp their identity on a new role at an exciting time for the organisation
Our Councils and Company are looking to phase our external procurement arrangements back to an in-house model which will set out and develop a new procurement strategy, identify efficiencies and plan for procurement activity in the medium to long term whilst developing a commercial model to generate income.
Typical Duties:
- Working as part of a professional team, you will coordinate with our newly appointed Head of Procurement and Contracts and Senior Leaders across the councils to drive best procurement practice business wide.
- Work innovatively, ensuring that value is added throughout the procurement process. Support the internal Procurement Officers, and the rest of the service, with a clear knowledge of Procurement Legislation, such as the Public Contracts Regulations 201
- Be responsible for providing an endtoend procurement service across
PSPS and its client Councils, working on complex and highvalue contracts. - Continuously improve the Procurement and Contracts service, working alongside the Head of Procurement & Contracts, by reviewing tender documentation and evaluation criteria.
- Identification of cost saving and costreduction opportunities including reviewing and supporting the negotiation of existing agreements.
- Analysing spend data across
PSPS and its client Councils looking to seek efficiencies
What we need from you:
- Visionary and commercially focused procurement professional or have the ambition and intentions to become one.
- Member of the Chartered Institute of Purchasing and Supply (MCIPS) or working towards this qualification.
- Comprehensive knowledge of Procurement legislation.
- Experience of managing and advising of key contract management issues, negotiating contract terms, and handling conflict effectively.
- Experience of delivering improved value for money through effective contract management and procurement design.
