    Introduction

    The SE Portfolio Management Office (SEPMO) is a trusted and collaborative partner, leading best practice in the management of the portfolio, supporting project prioritisation and delivery. We provide an integrated approach, manage interdependencies and provide analysis and reporting, working in close harmony with the corporate Enterprise Portfolio Management Office (EPMO).

    The team is central to the success of a large portfolio of infrastructure and maintenance projects, directly linked to supporting a thriving parliamentary democracy.

    With so many change initiatives happening within Strategic Estates, the change and engagement team in PMO is there to ensure the views and voices of our customers are considered in project delivery.

    The Role

    The Portfolio Baseline Manager will work as part of the Portfolio Management team in SE PMO. The role is central to the team that manages the medium and long-term planning and prioritisation of the investment portfolio.

    The role is responsible for establishing baseline management and change control of the portfolio, including a mixture of project and service investment. You will support the development and maintenance of the baselines for the core portfolio (time, cost, scope, and benefits) ensuring that the business realises its strategic ambitions through successful portfolio management and robust change control.

    Some of the responsibilities for this role include:

  • Implement the SE portfolio baseline management and change control principles, processes and methodologies for cost, time, scope, and benefits to ensure alignment to corporate policies.
  • Track investment baselines to assess the performance of the portfolio over time and support the continuous learning of the department to improve accuracy and predictability from our investments.
  • Manage the relationships between project controls functions – estimating, planning, scheduling, cost control and risk management to ensure robust data integration in the setting of the approved baselines.
  • Skills and Experience

    The following are essential for this role:

  • A qualification in at least one of the recognised portfolio/programme/project management methods (e.g. P3O, MoP, MSP, PRINCE2, APM PMQ or PPQ)
  • OR

  • Experience working of working in a Project or investment Controls environment
  • AND

  • Strong analytical, reporting, and decision-making skills
  • Strong experience of administering programme controls systems such as P6, Xactium, Oracle, PowerBI or similar

  • Experience of working with a wide range of stakeholders with conflicting requirements
  • Strong organisational skills with the ability to identify priorities, deal with conflicting demands and make timely decisions and actions. Continuously improves processes to maximise effectiveness.
