Main purpose of job:


To assist the Open Spaces and Active Living Manager to develop, manage and deliver a comprehensive, customer focused programme of events.

This will include establishing regular programmes, schemes, fun days and events to encourage the use of open spaces and active living.


To support the marketing and communications resource to maximise promotional opportunities within the Neighbourhood and Development Services, including commercial opportunities such as sponsorship for events, activities and facilities.


To encourage the use of parks facilities through effective engagement and communication with community groups and other organisations and maximise parks as a leisure product.

To ensure that all relevant licenses, legal agreements and risk assessments are in place prior to all events.

To work flexibly across all sites, providing advice and guidance to contractors and staff on site as necessary.


To be responsible for the management of the Events Coordinator ensuring a coordinated approach to the organisation, delivery and evaluation of events in parks and open spaces in accordance with council policy and the section's Open Space Strategy.


Summary of responsibilities and personal duties

  • To assist the Open Spaces and Active Living Manager to develop, manage and deliver a comprehensive, customer focused programme of events in parks and open spaces. This will include establishing regular programmes, schemes, fun days and events to encourage the use of open spaces and active living according to set budgets and timescales.
  • To be responsible for the provision of advice and guidance on all matters relating to the departments events policy. To act as first point of contact for officers and customers enquiring about booking an event in parks and open spaces, assisting them to complete the required procedure prior to the event taking place.
  • To liaise effectively with other officers within the department, for example, Participation Officers in Leisure Development Unit, Community Parks Outreach Managers and the Policy and Business Development Unit to identify and develop opportunities for partnership working, developing activities for families and devising schools programmes thereby delivering a more efficient and effective service.
  • To liaise with external partners to maximise the use of parks facilities.
  • To ensure key corporate messages are transmitted through events in parks by establishing and maintaining good working relationships with other council departments, council Members, civic dignitaries, Lord Mayor's Office and external bodies and to represent Neighbourhood and Development Services on any relevant inter-departmental working groups.
  • To support corporate media relations resource in promoting good public relations between City and Neighbourhood Services Department and the general public.
  • To be responsible for the management of the Events Coordinator and any other designated staff, for example, placement student, according to management performance techniques.
  • To ensure that committee approval has been obtained for all events to be held in parks and open spaces.
  • To ensure that all relevant licenses, legal agreements and risk assessments are in place prior to all events.
  • To ensure the implementation of all health and safety measures in connection with events, including all necessary liaison with the council's Health and Environmental Services department and with external bodies such as the Police Service for Northern Ireland (PSNI), Department for the Environment (DoE), Belfast City Centre Management (BCCM), and Belfast Visitor and Convention Bureau (BVCB).
  • To provide the content of all online and print publicity material for programmed events to the department's Lead Communicator. This should include all relevant event booking documents, guidance manuals etc.
  • To liaise with the department's Lead Communicator to ensure that all communications activity within the remit of the post, including publicity, is in compliance with the council's Corporate Communications Policy.
  • To prepare and evaluate tenders and quotations in respect of events in parks and to manage external contractors, entertainers and demonstrators at events to ensure the necessary high standards of service delivery through the supervision of staff employed by the council, and/or staff employed by contractors working for the council.
  • To assist the Open Spaces and Active Living Manager in preparation of all annual estimates and budgets and to monitor and manage each budget in accordance with the council's stated policies on any financial regulations and standing orders.
