    Job summary

    We have an exciting new position of an Estates Operational Lead, Band 8a, to join the existing Estates Department at Devon Partnership NHS Trust.

    The post holder will be responsible for the operational management of building and engineering services for the organisation and the management of the Trust's estate by ensuring that engineering maintenance, including contract work, is carried out to appropriate standards and specifications ensuring that the buildings, engineering systems and grounds are safe, well maintained, fit for purpose and available for their intended use.

    As the Estates Operational Lead you will report directly to the Head of Estates advising them of the highly complex facts, requiring analysis, interpretation, comparison of a range of options on all building, electrical or mechanical engineering services and systems concerning any problematic areas, non-compliance with statutory or mandatory regulations and risks to business continuity in respect of the estate. The post holder will be expected to work across the Trust which covers the whole of Devon.

    Main duties of the job

    The post holder's primary responsibilities will be the operational management of building and engineering services for the organisation and for the management of the organisations estate. The post holder will also manage part of the Estates Team (Estates Officers) and deputise for the Head of Estates as required.

    The post holder will be appointed to Named/Designated/Competent/Authorised Person's roles in keeping with requirements laid down in Hospital Technical Memorandums (HTM) and Health & Safety documentation and commensurate with the role.

    The post holder will represent Estates and Facilities on multi-disciplinary committees, forums and groups dealing with Trust wide issues and developments providing and receiving highly complex, sensitive or contentious information. As well as communicate with multi-stranded project, design, financial, contractual information to Project Board and Senior Managers and negotiate with contractors, suppliers to obtain best value for money for the Trust.

    The post holder will be able to demonstrate the ability to effectively lead, motivate and be committed to the development of the department regarding staff development and training.

    Qualifications

    Essential

  • Specialist knowledge underpinned by theory and practice specialist works and building/engineering knowledge including legislation to degree level or equivalent, post graduate knowledge through training, experience to masters equivalent level.
  • Membership of professional organisation CIBSE, IEE, IMechE, IHEEM. etc. or actively progressing registered status.
  • Evidence of continuing professional development.
  • Desirable

  • Management qualification.
  • Supplementary qualification in alternative discipline.
  • Specialist engineering subject.
  • Experience

    Essential

  • Extensive experience in operational estate management at a senior level.
  • Demonstrable maintenance management experience at a senior level.
