Job summary:


The Government Property Agency (GPA) oversees the Government's office and warehouse portfolios, delivering property strategies and solutions to meet the needs of the Government as a whole and of individual departments.

We are a service business that exists to support our client departments and their people.

Working in partnership with our clients, we help them shape their location and workforce strategies and provide the property support they need to deliver their business objectives.


In this role as the Chief Operating Officer (COO), you will work closely with the Chief Executive Officer, you will plan and oversee the operations of the GPA, a property business, managing performance and risk to ensure that it delivers on its strategy and for its clients.

As COO you will also lead the GPA's enabling functions, designing and implementing excellent corporate services across GPA to support a growing property business at the centre of delivering government priorities


Job description:


Key Responsibilities include:

  • As a member of the GPA Executive Committee (ExCo), participate in the collective leadership of the GPA developing GPA business strategies, plans and policies to deliver on shortterm and longterm objectives;
  • Lead on designing and implementing policies that promote GPA's vision and culture as a leading public sector property business;
  • Lead on the development and presentation of GPA's business plans, annual reports, and Spending Review bids, working closely with the Finance Director on financial details;
  • Oversee the operations of the GPA, and lead on evaluating its performance by analysing and interpreting data, and comparing with property industry benchmarks

Person specification:


  • Ability to develop strategies at organisational level and translate them into pragmatic service implementation with measurable outcomes linked specifically to customer needs;
  • Able to communicate effectively at all levels in an organisation, including at the most senior level, and able to build effective relationships with a wide ranging group of stakeholders;
  • Experience in harnessing and analysing data at strategic and tactical levels, with an ability to bring to bear significant commercial acumen to support decision making;
  • Strong and inspiring leader with a track record of delivering quality corporate services through effective team leadership, with experience of developing capability and creating high performance;
  • Experience of managing and integrating corporate services in a complex organisation of a scale relevant to the role in GPA and in a property related context and;
  • Level 7 accreditation (chartered member) in an area relevant to GPA or a commitment to work towards this e.g. chartered surveyor, chartered engineer, chartered accountant
