Hours per week: 37 Monday - Friday, normal working hours

This opening assignment is for 2-3 months

A Neighbourhood Officer is required to carry out statutory duties in relation to the Environmental Protection Act and the Anti-social Behaviour act, investigating complaints of statutory nuisance and environmental crime.

To assist the Council in achieving its environmental quality and community safety objectives, particularly in relation to environmental crimes, antisocial behaviour, dog control and licensing.

Investigating reports of regulatory issues against businesses and individuals and taking appropriate action from provision of advice and guidance to enforcement action.


Key responsibilities:

  • Carry out regulatory Environmental Protection duties including but not limited to: Domestic Statutory Nuisance including noise control; dog control; Waste (fly tipping and litter) investigation and enforcement; Filthy and Verminous Premises and Hoarding; Pest Control and any other issues similar to the above that have the potential to affect public health.
  • Licensing: The inspection and monitoring of hackney carriage and private hire vehicles and licensed operators, under the Local Government (Miscellaneous Provisions) Act 1976 and Town Police Clauses Act and associated legislation, including hackney carriage and private hire drivers to ensure compliance with the terms and conditions of the licences.
  • Inspect and seal taximeters following each review of taxi fares and any changes of vehicles. Undertake routine risk based inspections of premises licensed under the Licensing Act 2003 and Gambling Act 200
  • Inspections, enquiries, observations, and risk based visits due to complaints or offences in relation to breaches of relevant legislation, terms and conditions under the Licencing Act 2003 and the Gambling Act 2005. Carrying out routine inspections and following up complaints in relation to Animal Licenced Premises and activities ensuring compliance with the terms and conditions of the licence.
  • Carrying out routine inspections and following up complaints in relation to other activities licensed by the Council (e.g. Scrap Metal Dealers, Street Collections, Boat licensing).
  • Community Safety: Undertake formal anti social behaviour complaints and to investigate such complaints in accordance with The Anti Social Behaviour Crime & Policing Act 2014 and take enforcement action as necessary. This includes gaining CSAS authorisation to support these duties.
  • Investigate, inspect, gather evidence, assess, make recommendations as to the most appropriate course of action to be taken and remedy where necessary, the above activities. Prepare and sign letters, reports, notices and correspondence, to provide or obtain witness statements and carry out interviews in accordance with the Police and Criminal Evidence Act and other codes of practice. To issue cautions and fixed penalty notices and examine, seize or detain articles as necessary and appropriate and undertake prosecutions and attend court and hearings as necessary.
  • Arranging for the collection of stray dogs within the District and administering the collection of strays from kennels, including advising the public on other legislation associated with irresponsible dog ownership.
  • Conduct enforcement patrols, working outside normal office hours when required.

Qualifications:


  • Minimum of 4 GCSE's including Maths and English to Grade C or above or equivalent qualification.
  • Specialist training in one or more areas of responsibility covered by the post such as Statutory Nuisance investigation and enforcement, Licensing, Anti Social Behaviour Crime & Policing Act/ criminal regulation.
  • Specialist training in conducting investigations in accordance with P.A.C.E. Carrying out PACE interviews and handling exhibits generated accordingly desirable.

Experience:


  • Minimum of 12 months recent experience in a similar role, or context and ideally within a publ
