Chemonics UK works with government and development sector counterparts across three continents to deliver programmes in sectors including climate action, education, governance, peacebuilding, stabilisation, social cohesion, and research.

    Main Purpose of the Role:

    The Senior Monitoring, Evaluation and Learning (MEL) Specialist will lead the design and delivery of mixed-methods MEL support, under the direction of the MEL Practice Lead, for the UK Division's portfolio of active projects. The Senior Specialist will lead capture and bid efforts for MEL programmes in the climate change and private sector engagement space, as well as writing MEL sections for implementation bids. The Senior MEL Specialist also work with the rest of the MEL team to contribute to the management of knowledge, learning, and information that is gained through our programmes to support our lesson learning process, and to generate insights in support of new business and client reporting activities. The Senior Specialist will be working with Information Management Systems and will need to provide both statistical and qualitative analysis services.

    Principal Duties and Responsibilities (Essential Functions):

    Programme Support

    • Oversee and lead the MEL functions on current Chemonics programmes, with a focus on the climate change and private sector engagement sector. Includes, but is not limited to: Results Framework and Theory of Change development, MEL plan development, data collection, data analysis, data visualisation, results reporting, workshop facilitation, synthesis, adaptive management support, learning and evidence uptake.
    • Take a senior and/or leading role on evaluation and MEL contracts, with a focus on the climate change and private sector engagement sector. Oversee the quality of delivery and/or take on direct billable roles to deliver evaluation and MEL contracts.
    • Work with the communications team to cascade programme MEL and research information to external audiences where appropriate.

    Business Development

    • Support new business development for implementation programming (with particular emphasis on UK and EU donors) by providing MEL input into proposal efforts, as well as supporting proposals in designing MEL strategies and activities, preparing theories of change and results frameworks, and building and maintaining relationships with MEL-relevant candidates and partners within the industry.
    • Lead on new business development for MEL programming in the climate change and private sector engagement technical sectors, developing and leading captures for opportunities and taking on the role of proposal lead or lead technical writer for these bids.

    Capacity Building and Learning

    • Develop capacity building, guidance, and templates for MEL approaches, tools, and methods for Chemonics UK on an as-needed basis.
    • Support the cross-programme learning efforts across the UK Division, leading on UKD learning workshops, and developing or coordinating usable learning products in response to programme needs.

    Thought Leadership

    • Lead the development of thought leadership pieces, including but not limited to: blogs, thought pieces, conference talks, podcasts, and similar.
    • Engage with clients, partners, consultants, academics, think tanks, innovators and other stakeholders relevant to the UK market — assist in promoting knowledge and awareness of Chemonics UK and our work internally and externally, and to generate potential resources for Chemonics to work with in the design and delivery of technical products and new business efforts.
    • Work with the MEL practice in engagement with evaluation societies, communities of practice, and thought groups.

    Person Specification:

    Essential Skills

    • Experience in leading the design and delivery of MEL and evaluation in the following sectoral areas: climate change mitigation and adaptation, climate finance or impact investing initiatives, economic growth, private sector development;
    • Strong facilitation skills, and experience supporting and/or leading programme learning and evidence uptake;
    • Strong analytical skills and demonstrable soft and communication skills;
    • Experience with or understanding of theory-based evaluation approaches;
    • Strong expertise in qualitative and quantitative data interpretation skills and ability to condense, refine, and tailor large amounts of qualitative and quantitative data for external audiences;
    • Experience designing and facilitating workshops;
    • Experience line managing MEL staff;
    • Willingness to travel and work abroad for some periods (including in fragile and conflict-affected environments), experience living or working in developing countries an advantage.

    Desirable Skills

    • Knowledge of UK and global climate change mitigation and adaptation strategies, and/or climate finance frameworks and reporting standards desirable;
    • Deep expertise in mixed-methods MEL and evaluation approaches; experience with complexity-sensitive and systems-based methods desirable;
    • Comfort with leading the facilitation and design of complex Theories of Change for programmes (experience with the Useful/Actor-based Theory of Change model desirable but not essential);
    • Experience with systems mapping and systems-based approaches to evaluation desirable but not essential;
    • Experience and comfort with using information management systems and software to house and analyse data, familiarity with data visualisation tools such as Power Bi desirable but not essential;
    • Experience working with donor government departments or multilateral donors, FCDO or UK government Overseas Development Assistance (ODA) spending department desirable;
    • Foreign language proficiency in a region in which we operate preferred but not essential.

    Education / Professional Skills

    • Degree in relevant subject or equivalent work experience required.
