Balfour Beatty has an exciting opportunity for a
Street Works Officer to join our Living Places business unit to work in
Southampton.


Role Purpose:


Working closely with the Street Works Manager this Street Works Officer position will be focusing on the Utility, 3rd party and internal works performances and compliance.


Primary and frequent time critical tasks will be undertaking monthly, quarterly and annual reporting on both performance and finance figures to the utilities, City Coucnil client and local management team.

Other supporting and regular tasks and projects will include random auditing of the street works register, issuing penaulties for non-compliance, identifying trends, compiling and issuing drafts fee's and charges to utilities, raising invoices, tracking and persuing payments, and supporting the wider team on system testing and implementing changes to current and future works processes when required for either improved performance and/or to comply with government legislation changes


What you'll be doing

As a
Street Works Officer you will:


Service Provision


To have a good working knowledge and ensure compliance with the New Roads & Street Works Act, Traffic Management Act and Highways Act.

To work collaboratively in providing professional advice and guidance for the wider contract team.


Network Management
To have a good working knowledge and clear understanding of the importance of managing the network effectively. Proactively manage and coordinate works, events and activities on the highway. Be responsible for the monitoring and responding to works promoter permits ensuring compliance with the Southampton Roadworks Permit Scheme. Identify and resolve in non compliance and performance issues


Customer Service


Liaise with customers, local authorities and utilities to ensure positive relations are maintained and their observations and comments are taken into account to the benefit of the contract.

Ensure contractual KPIs for customer responses are achieved. Updating information on public facing systems ensuring precise and clear information for customers.


Administration
To develop and produce contract specific; Contract Performance, Management Information and Performance Indicator - Reports and Analysis. Support the roll out of the Integrated Annual Plan in support of the Design / Programme teams. Ensure


Training & Development
Undertake personal training and development as required in order to build own skill, knowledge and competence. To act as mentor for new team members as and when required.


Who we're looking for Personal Qualities and Experience**:

  • Proven experience in a Network Management environment.
  • A working knowledge of Permit Schemes for road & street works.
  • Experience of successfully working to targets and tight deadlines
  • Working knowledge of Street Works management systems e.g Street Manager, Confirm, NSG and one.networks)
  • Commercial & Financial Awareness
  • Educated to GCSE standard
  • NRSWA street works Accreditation.

  • Full driving licence
