Description

The postholder will take the role of financial business partner and will be embedded within the relevant transformational/partnership teams to provide expert finance advice and work in partnership with transformation leads to develop business cases, service redesign proposals and QIPP savings plans.


The postholder will work closely with transformation, performance, planning and partnership leads in developing the ICB's ongoing commissioning and financial strategy, including identification of deliverable and sustainable cost improvement plans (QIPP).


The current financial climate in the NHS requires innovative thinking and the postholder will be expected to think outside the box to pro-actively help to identify new and innovative solutions to ensure the ICBs strategy is supported by a sustainable financial strategy.


The postholder will liaise regularly with the management accounts function to provide information on the overall financial position of the ICB and report as relevant to NHSEI and internal committee meetings as well as Governing Body.

This role will sit within a team of Finance Business Partners supporting the ICB Directorates. The role will work closely with Financial Management colleagues and operational budget holders and provides an exciting opportunity to work across a diverse range of disciplines

Key Responsibilities

The postholder will be embedded within a transformational/performance/planning or partnership team and will:

  • Work closely with senior managers/directors and clinicians where applicable in order to achieve
and maintain financial control and financial balance within the ICB.

  • Always act to promote financial awareness within the ICB.
  • Ensure that the decisions taken are fully informed and backed by robust and accurate financial information and the requirement to live within available resources
  • Always compare to high performing organisations to ensure continuous learning from others for example benchmarking the costs of services provided within the ICB with national examples.
  • Support colleagues within the ICB in terms of understanding financial information and the
financial consequences of decisions taken.

  • Work cooperatively with other Finance Business Partners and the finance department to ensure
common standards of accounting practice are maintained within the ICB.

  • Keep the Associate Director of Finance informed of all significant issues within the ICB directorates, which may impact on the financial performance of the ICB.
The post holder will maintain close links with the management accounts function and also the financial accounting and planning function to ensure that all information relevant to the overall financial position is
correctly reported.

Contributing to and where appropriate leading on corporate financial projects


The post holder is responsible for ensuring efficient and effective use of ICB resources and overall delivery of the ICB financial position and targets.

The post holder is required to interact confidently with GPs, finance team members and the wider ICB team
and liaise with senior managers within the commissioning support unit (CSU).

The post holder will provide financial leadership in all contract negotiations with providers


The post holder will plan and coordinate the production of accurate and reliable financial information and reports to the ICB Governing Body, Finance committee and NHSE/I.

The post holder will also attend these
meetings as and when appropriate.

Key Working Relationships

Work in partnership with transformation/partnership colleagues on service redesign, QIPP delivery.

Required to maintain constructive relationships with a broad range of internal and external stakeholders.


Participate in relevant internal and external working groups/projects, services, and initiatives which may be highly complex, sensitive, political, and contain contentious information with the aim of providing information and financial advice to the teams.

Work with members of the team to develop and implement project data collection systems that will provide accurate and timely data


Communicate information, risks, issues and dependencies, including briefings and reports to Project teams, sponsors and a range of internal and external staff.
