Milestone Infrastructure is the UKs leading highways maintenance contractor, maintaining over 24,000 miles of roads, 280,000 lighting assets and 20,000 miles of footways, always with a view to ensuring that all works are carried out as sustainably as possible and with mínimal impact to local communities.


Following several significant contract wins securing over £1.5bn over the past 6 months, we are now looking to expand our work winning team with the key hire of a Head of Proposals to work on our Infrastructure Bids across the UK.


As part of the Milestone Infrastructure Senior Team, the Head of Proposals role will be responsible for ensuring consistently high-quality winning tenders are submitted across the Highways, Streetlighting and Civils Project sectors in order to deliver business growth.

Working with the Strategic Development team, including Bid Manager, wider proposals teams and operational delivery teams to develop and implement best practice, innovation and continual learning to secure future work.

You will be working remotely with occasional work at our Beaconsfield office.


Duties & Responsibilities

  • Collaborate and influence bid teams to establish common and specific win themes, differentiators and effective tender strategies.
  • Develop, implement and maintain a successful work winning process (based on Shipley methodology) across the Highways, Streetlighting and Civils Projects sectors
  • Recruit, lead, manage, develop and train the proposals writing team, including both internal and external resources, ensuring that the team is supported and provided with necessary tools and resources to achieve set goals at the organisational and individual level.
  • Monitor and improve content across all delivery streams to ensure messages are consistent and compelling.
  • Effective leadership and development of the core work winning team and enhancing effective tendering capability across the wider business.
  • Supporting development of award submissions, marketing materials to support events, newsletters and associated design of template
  • Ensure continuous improvement in bid content by analysing feedback, sharing and implementing lessons learnt and encouraging learning and sharing across divisions/sectors.
  • Collaborate with the Strategic Development team and operational delivery teams to develop, trial and implement best practice, innovation and continual learning approaches that help secure future opportunities.
  • Set guidelines for the tone, style, written presentation and voice of all content, in accordance with brand guidelines.
  • Ensure team has full understanding of submission requirements and compliance planning & setting in place a clear direction for our content and developing a winning bid project plan.
  • Provide strategic analysis to benchmark competition to inform strategy development and identify relevant detail, facts, metrics, case studies, to demonstrate processes and capabilities.
  • Mentor and support team to strengthen responses through identifying additional content or substantive editing.
  • Review all strategic bid submissions and constructively support Bid Managers and writing team to improve and enhance submissions.
  • Work with the Strategic Development team to identify any external support/ additional resource required.
  • Implement Work Winning training for the core team and noncore team employees who contribute to Work Winning activity
  • Support development and implementation of internal work winning briefing documents and forms.
  • Manage quality control within work winning process
  • Create and maintain a library of bid material, including evidence, case studies, previous bid submissions, award submissions, award registers, MGS evidence, images, data, graphics and infographics
  • Represent Milestone within M Group Services Head of Proposals working group to maximise shared learning and best practice from across the group. Maximise networking across the group to capitalise on our synergies in our submissions.
  • Implement the requirements on Milestone Infrastructure Management System (MIMS), as applicable to the business operations.
  • Provide seamless handover of tender strategies to the delivery teams and provide ongoing support and guidance until stability has been reached in the secured contract.
  • Support capture of customer feedback and delivery performance to drive continual learning benefits into future tenders.
  • Support the Strategic Development Director as a key member of the Strategic Development Management Team, influencing Business Planning & Strategy, Business Development and Continual Learning with specific linkage to Work Winning activity.

Key Skills & Experience

  • APMP Certification
  • Excellent IT skills and knowledge of word, PowerPoint, InDesign.
  • At least 10 years working on highways and civil engineering public sector procurement
  • Knowledge of the highways sector, ideally with demonstrable TMC quality submission experience.
