    Hinkley Point C (is a statutory harbour authority, set up specifically to facilitate the import of materials to be used in the construction of the Hinkley Point C Nuclear Power Station (HPC). HPC has constructed a 500m long state-of-the-art temporary jetty within the Bristol channel. The jetty operates based on construction demands as well as the demands of the environment, sitting within the 3rd highest tidal range in the world. The Harbour Master is the key individual to ensure safe navigation and compliance with the Port Marine Safety Code. HPC Harbour Master and their team is expected to operate as subject matter experts in relation to the wider marine operations related with the construction of Hinkley Point C.

    Contextual Information

    The HPC (Nuclear Generating Station) Order 2013confers responsibility to establish a Statutory Harbour Authority (SHA) to assume responsibility for marine operations within the statutory harbour waters and approaches. To this end, the Hinkley Point C Harbour Authority (HPCHA) has been duly constituted as a SHA. Marine operations within the approaches to HPCHA waters include construction and installation of four intake and two outfall head forming part of the HPC cooling water system. The Harbour Authority is accountable for compliance with the Port Marine Safety Code and the following:

    • Navigational & Marine Operational Safety (Harbour Limits & Approaches)
    • Local Lighthouse Authority
    • Enforcement – General Directions, Special Directions
    • Compliance with the ISPS Code as the appointed Port Facility Security Officer
    • Responding to and Investigating Incidents as part of a Duty roster set up.

    The role requires a blend of work at HPC Main site and Combwich Wharf. There may be a requirement to go afloat on-board vessels within the Bristol Channel in support of harbour and marine operations. The Harbour Master will share the responsibilities of response to attend to any problems or emergencies outside of office hours. They will attend meetings and events with local, regional and national stakeholders and regulators.

    • Responsible for the management of all aspects of the navigational safety, security (land based and marine) and environmental protection.
    • Acting under both statutory and delegated powers, on behalf of the HPC Harbour Authority (HPCHA), as the decision maker in relation to harbour operation short term problems and issues.
    • Support and advise the Duty Holder to ensure compliance with the Port Marine Safety Code (PMSC).
    • Ensure co-ordination of Jetty activities with HPC Emergency Arrangements and Security Procedures.
    • Ensuring effective liaison with adjacent harbours, other navigational stakeholders such as the Maritime & Coastguard Agency, Trinity House, the Royal Yachting Association, the Hydrographic Office and the Ministry of Defence at the Lilstock Firing Range.
    • To represent HPCHA at relevant industry forums, to support and, where required, lead the HPC response on media and community relations and communications in relation to marine matters.
    • Suitably qualified and experienced person advising the client (NNB) on all marine related matters.
    • Development and maintenance of key marine management tools including a marine risk assessment, the Safety Management System and PMSC compliance.
    • Management of marine risks in relation to navigation within HPCHA statutory waters and berthing / unberthing manoeuvres, including the option for the provision of pilotage services if deemed necessary or prudent.
    • Liaison with jetty main contractors, including review / approval of Method Statements.
    • Ensuring compliance with port security procedures including International Ship and Port-Facility Security Code (ISPS) requirements.
    • Co-ordination of Jetty activities with HPC Emergency Arrangements and Security Procedures (including marine specific requirements).
    • Maintaining the Oil Spill Management Plan and the Waste Management Plan to effectively cover the HPC harbour limits.
    • Collating and reporting to the Duty Holder on agreed Key Performance Indicators.
    • Understanding and interpreting merchant shipping and port legislation.
    • Undertake inspections of jetty infrastructure and record and investigate damage caused by jetty users and by heavy weather.
    • Investigate marine incidents and initiate correcting, mitigating actions where necessary. This is to include liaison with HPC legal team in respect of pursuing legal remedies for damages incurred.

    What you need

    • Harbour Masters Certificate/Diploma or OOW Unlimited II/1 or equivalent.
    • Experience of harbour management at DHM level or above.
    • Health and Safety Management qualification i.e. IOSH Managing Safely
    • Demonstrable experience of PMSC compliance
    • Proven experience in stakeholder engagement, including the leisure sector
    • Experience of operating at Board level
    • Undergo nuclear security clearance vetting
    • RYA VHF Short-range certificate or equivalent
    • MCA Level 4/5P Oil Spill Commander training
    • Port Facility Security Officer certificate
