    Job summary

    To lead and manage the strategic direction of the Knowledge and Library Service including delivery of knowledge and information services within the Trust at North Tees and Hartlepool sites.

    The role involves operational management of the service ensuring the provision of and accessibility to evidence resources (electronic and print) and services to support education, practice development, organisational improvement and decision making.

    To lead the delivery of Health Education England's 'Knowledge for Healthcare strategy' and meet the requirements of the 'Quality and Improvement Outcomes Framework.'

    Main duties of the job

    Work both independently and as part of a team to deliver knowledge services within the Trust

    Work closely and engage with staff across the Trust including clinical and non-clinical staff (including those working in the community), corporate service partners and students on placement to access knowledge and information relevant to their needs.

    Develop and maintain excellent internal customer relations using effective communication, providing advice where required to promote an user-driven service.

    Develop and maintain excellent external customer relations including suppliers to enable collaboration at local, regional and national level.

    Participate and contribute to professional forums and regional and national level to develop resources and standards

    Job description

    Job responsibilities

    Regularly monitor usage of the service, evaluate and analyse impact, draw conclusions and implementation plans for improvement to the services offered ensuring changes are aligned to to the plans of the Library & Knowledge Service and the Trust.

    Prioritise incoming enquiries and requests, ensuring the incoming workload matches service capacity and adjust if required.

    Support the strategic management of the KIS through service reviews, the development of existing services and the introduction of new services.

    Planning and Organisational Skills

    Ensure the creation and updating of procedures that are reflective of key library processes.

    Keep appropriate statistic, engage in monitoring activities, and initiate and participate in evaluation and impact studies.

    Ensure the provision of a document supply service to agreed standards in line with copyright regulations.

    Design, deliver and evaluate training for staff in the use of library services including providing advice for staff in the use of clinical databases and electronic resources.

    Responsible for the provision of evidence and information of the KIS to meet the standards of the NHS England Quality & Improvement Outcomes Framework

    Manage the enquiry and literature search service provided by KIS and undertake literature searches as requested by KIS users.

    Physical Skills

    Light physical effort. Combination of sitting, standing and walking. Occasional requirement to transport laptop and iPads for training sessions or marketing event.

    Standard keyboard and IT skills for literature searching, report writing, research, service planning, data analysis and communication.

    Ability to travel to travel between hospital sites to oversee library resources at the Knowledge Hub at Hartlepool Hospital and to assist in the transfer of library resources between sites.

    Patient/Client care

    Work in alignment with the key objectives from from NHS England Knowledge and Lirbary services and to support the delivery of evidence based knowledge for best patient care.

    Policy and Service Development

    Prepare key documentation including a Library Strategy document, Annual Service Review Report and subsequent improvement plan.

    Prepare the report and submit evidence for the Quality and Improvements Outcomes Framework required by NHS England Knowledge and Library Services.

    Actively seek feedback from service users to inform service improvements including undertaking surveys and developing case studies.

    Undertakes research to evidence service improvement and identifies best practice in Knowledge Management adapting procedures and provision accordingly.

    Financial and Physical Resources

    Works to ensure consortium purchase and sharing of resources to ensure best value for the Trust and ensure resources are maintained.

    Management and Leadership

    Line manager the Library Assistant in cluding annual appraisal, providing professional direction and opportunities for development.

    Information Resources

    Operationally manage the provision of a Knowledge and Information Service.

    Promote a user driven service where possible with the use of e-resources and mobiole technologies.

    Prepare reports related to the KIS as required.

    Research and Development

    Responsible for informal non-clinical audit around quality processes and library activity
