    Laing O'Rourke is recruiting for a Quality Engineer to work on the Ellison Institute of Technology in Oxford.

    The Quality Engineer will support the Project in providing enabling and assurance to the Delivery Team ensuring compliance with international and regulatory standards, and Contract specific requirements.

    • This role will be based at Oxford Ellison Institute of Technology
    • The role may require travel and overnight stays. The frequency will be determined by workload and requirements. It is essential that capacity is maintained.
    • This role will have functional alignment with the Project Quality manager.

    Role & responsibilities:

    • Provide guidance and review / comment on the preparation of execution deliverables such as Quality Plans, Method Statements, Inspection & Test Plans, Work Procedures, Material Approval Forms and so on. This will include deliverables prepared by Suppliers. Assist in preparation of these deliverables as agreed.
    • Provide guidance and support on quality deviations such as Non Conformance Reports and Technical Change/Query. Review Non Conformance Reports and provide feedback on the adequacy of corrections suitability of proposed actions to prevent re-occurrence. Support continuous improvement through knowledge share, lessons learned and workforce engagement. Complete statistical analysis on identified Non Conformance and provide regular reports to inform Quality performance ensuring timely closure of actions. Facilitate learning and improvement through mechanisms such as Root Cause Analysis, Benchmarking, and Collective Insight Workshops.
    • Support the set up and implementation of tools for digital enabled construction to support delivery, life time quality records and reporting; tools may include Power Bi, Field View, Asite, Trimble etc. Review and utilisation of reporting for data led decision making and risk management to improve delivery - presenting regularly to project stakeholders. This will include supporting the establishment of Field View forms and processes ensuring through regular review they are effective and being implemented inline with the works.
    • Develop, in collaboration with the project teams, partitioning strategies that reflect a logical and sensible approach to Life Time Quality Record (LTQR) handover, ensuring Contractor and Client requirements are met. Produce documents for handover, liaising with Document Controllers on the population of LTQR Packs ensuring progressive submission to the Client and delivery of milestones. Support the population of Operation and Maintenance manuals.
    • Identify, plan and conduct surveillance checks and audits to verify that management system and work processes are being properly performed, that the processes are delivering their intended outputs, and that evidence to demonstrate this is retained.
    • Complete site visits to oversee the quality of works and support Quality engagement at all levels of the organisation. Intervene when the Quality of works is at risk or has been affected and escalate to Senior Management as appropriate. Support application of the Project Quality Commitments and Values.
    • Promote awareness of project requirements and customer focus throughout the organization.
    • Promote the various management policies, objectives, and key performance indicators (KPIs). Represent Quality in various site meetings, whether internally, with suppliers and/or with the Client.
    • Provide coaching, mentoring, guidance, and training staff to promote and reinforce our Right First Time and Quality culture to project teams and suppliers. Promote value added industry best practice and innovative solutions under continual improvement. Complete regular site engagement through means such as tool box talks, step ups, ensuring Quality is felt and visible.

    • Develop a good working knowledge of iGMS, liaising with the Governance team as required e.g. providing feedback. Follow iGMS updates and developments. Seek training from subject matter experts where the need is identified.
    • Support any third-party certification audits as required. Meet with third-party certification bodies as required, e.g. BSi and Achilles. Where practicable, ensure internal audits are undertaken in advance of third-party certification assessments.
    • Attend regular Europe Hub Quality briefings and forums as directed by the Europe Hub Quality Leader to support business cross sector/hub lessons learned.

    Requirements:

    • A Practitioner Member of the Chartered Quality Institute (PCQI) (or an equivalent recognised Quality body), or working towards, or an appropriate engineering institute.
    • Technical understanding of civils construction or large complex projects including areas on reinforced concrete, piling, steelwork etc.
    • Good experience with ISO 9001:2015, and in reviewing and generating key Quality documents such as Inspection and Test Plans, Quality Plans and Life Time Records.
