Job summary:


The Department for Levelling Up, Housing and Communities (DLUHC) is the lead department for HMG's hugely important and high profile Levelling Up agenda.


This is a very exciting time to join the department as we are at the heart of the government's central mission, driving forward a programme of tangible improvements in every part of the country as we build back better from the pandemic, and deliver on the people's priorities.


The Local Growth Analysis team is a multi-disciplinary team of economists, statisticians, and social researchers and works across both Department for Business and Trade and DLUHC.

The team provides high quality, innovative analysis across a wide range of DLUHC policies focused on levelling up.

The Local Growth Analysis plays an instrumental role in the delivery of the government's agenda on Levelling up and local economic growth across the UK.


The division includes two G6-led teams that lead an evaluation programme for Levelling up and is delivering evaluations for several levelling up programmes, such as the Levelling Up Fund and the UK Shared Prosperity Fund.

We are looking to establish a new G7 led team to design and deliver a research and evaluation programme for English Devolution.

Job description:


Ever wanted to be at the forefront of developing an innovative new package of evaluations which will be at the heart of levelling up across HMG? Really getting to understand what's happening across localities in the UK, understanding the impacts of levelling up expenditure - at national, regional, local authority and even smaller scales.

And helping to understand what works in local economic growth.


Key responsibilities will include:

  • Strategic responsibility for setting the direction and developing the evaluation work programme for English Devolution Deals.
  • Working with key stakeholders, including the Chief Analyst, Devolution Policy, and OGDs to ensure core research priorities are identified and addressed.
  • Build and maintain relationships with places with Devolution Deals to support their ongoing evaluation activities and ensure quality evaluation outputs.
  • Lead the dissemination of evidence and evaluation of English devolution to analysts, policy, and programme teams, SCS and Ministers within DLUHC
  • Liaise with OGDs on the evaluation of pilots that are part of devolution deals, ensuring that any learning is disseminated across the Department.
  • Liaising and working with the What Works Centres, and other external academics experts on devolution.
  • Championing the role and use of analysis, and in particular monitoring and evaluation activity with other analysts and policy colleagues.
  • Leading a small teams and line managing and supervising other analysts working on levelling up evaluations.

Key skills

  • The posts are high profile and require strong technical skills, particularly in evaluation methods, and also strong leadership, communication and influencing skills

In particular:

  • Experience of working in applied analysis in which strong analytical skills, particularly on evaluation methods, have been clearly demonstrated.
  • Strong technical knowledge and experience of different evaluation approaches, including the use of theories of change/logic modelling, feasibility studies and designing and conducting impact studies using a range of approaches including experimental and quasi
- experimental designs.

  • Quality assuring the use and interpretation of data, analysis and research.
  • Strong research and project management skills covering all aspects of design, delivery and reporting.
  • Experience of delivering to tight and multiple deadlines and under pressure, whilst ensuring the quality of your work and that our your team and also contractors.
  • Able to communicate complex analysis in a clear and coherent way.
  • Able to establish strong working relationships with a range of policy and analytical colleagues and relevant external agencies.
