Description

The Lead Freedom to Speak Up Guardian (FTSUG) will be a visible advocate in protecting patient safety and the quality of care in Pennine Care NHS Foundation Trust.

They will demonstrate compassionate leadership and improve the experience of colleagues to speak up by providing specialist advice, support, identifying and addressing any barriers to speaking up and promote a positive speaking up culture.

The Lead FTSUG will ensure that as a result of issues being raised there is an opportunity for learning and improving across PCFT.

The Lead FTSUG will work independently and act impartially.

They will work with the CEO and Executive Directors to support the organisation in becoming a more open and transparent place to work, where staff are valued for speaking up.


The FTSUG will report quarterly to the Board and hold the Board to account for taking appropriate action to create a positive speaking up culture across PCFT.

They will assess trends and responses to issues being raised.


The FTSUG will represent PCFT at a national level, including regular liaison with the National Guardians Office, the regional Guardians Network and National Mental Health, Learning Disabilities network.


  • The post holder will manage highly sensitive and confidential information utilising the FTSU database.
  • The postholder will provide analysis of data and work with senior managers to provide a triangulated analysis with relevant statistical sources.
  • The FTSUG will provide support to the Board in the development of a FTSU organisational vision, identifying gaps in speaking up provision and engaging with key stakeholders to lead on the development of a FTSU strategy and implementation plan.
  • Writing and providing accurate and analytical reports the FTSUG will report to the Trust Board, Quality Committee and where appropriate Workforce Committee to provide analysis of FTSU data, themes, identified learning and recommendations.
  • The post holder will liaise with NHS Improvement and other external bodies to monitor FTSU processes and the organisational response to FTSU and provide relevant analysis of data.
  • The FTSUG will report quarterly to the National Guardians Office on all relevant data and support the National Guardians Office in the case review process. The post holder will also participate in National Guardian Office activities and training, actively support fellow FTSU Guardians.
