    The Senior Project Manager (SPM) will be part of Digital, Data and Technology Solution Delivery, which is responsible for managing a number of multi-million, multi-year, complex ICT programmes to deliver the business and technology outcomes outlined in individual programme and project business cases.

    The successful candidate will support the cluster with the planning and delivery management of the rollout of new capabilities and support business change, where relevant, to the Metropolitan Police Service units impacted by the change.

    Key Responsibilities:

    • Establish and maintain the assigned project(s) in line with the Business case and other relevant documentation. Plan the delivery of products using the Digital, Data and Technology Project Lifecycle processes and approaches, and prepare the relevant project documents at each stage, in conjunction with the Programme Delivery Manager.
    • Take responsibility for the day to day management of assigned projects, ensuring that Execview (the strategic project reporting tool) is updated weekly and in line with the monthly Project reporting cycle.
    • Production and maintenance of comprehensive Microsoft Project (MSP) plan for the project, including managing deviations to ensure the project remains on track as far as possible.
    • Monitor and manage overall progress against the project plan and report progress & exceptions via the Project Board and other senior management groups via the Programme Management Office (PMO), as required.
    • Liaise with stakeholders and business lead to ensure business priorities are fully understood and applied to the management of the project.
    • Implement a risk management strategy within the protocols set out by the PMO.
    • Take responsibility for the project RAID management, taking mitigating actions where appropriate, including ensuring that the RAID log is maintained in a timely fashion and to the required quality.
    • Produce regular progress updates and submit to the Programme Delivery Manager.
    • Management of the project finances to ensure the project remains within budget throughout, including production of monthly finance updates to the Programme Delivery Manager and PMO.
    • Ensure that the project is resourced with staff with the appropriate skills and experience.
    • Manage all resources allocated to the project, including technical architects, business analysts and testing staff.
    • Carry out stakeholder analysis to facilitate good communications and business change planning.
    • Manage relationships with appropriate customer contacts to ensure smooth transition and business change.
    • Managing relationships with suppliers to ensure timely delivery of quality products that meet the needs of the company.
    • Work collaboratively with in house teams and suppliers in the use of Agile software delivery methods, where appropriate, encouraging incremental delivery of software, ensuring regular demonstration to users and frequent.

    Qualifications:

    1. Educated to appropriate Degree level (or relevant suitable level of experience).
    2. Professional project management qualification(s).

    Experience:

    1. Experience of working in a secure environment; GPMS SECRET.
    2. Sound technical understanding of the ICT systems and technologies used in large organisations, preferably within a policing environment; familiar with technologies and terminologies used e.g. VM Ware etc.
    3. Experience in managing complex projects, within a dynamic environment, using formal methodologies.
    4. Experienced in design, build and roll out of hardware in secure datacentres.
    5. Experienced in data migration.
    6. Experience of delivering business change in a complex environment.
    7. Experience of delivering technology and infrastructure projects in complex environments.
    8. Experience of managing 3rd party hardware and software developments, including management of 3rd party contracts.
    9. Knowledge of risk management and assessment
    10. Knowledge of change management.
    11. Knowledge of business analysis and the importance of requirements management.
    12. Knowledge of financial planning and benefits realisation
    13. Experience within the public sector/ police service / government and security agencies.

    Skills & Abilities:

    1. Excellent Communication skills. The ability to communicate with and influence senior and junior staff and stakeholders and build strategic relationships across operational and professional boundaries and with partner organisations is imperative for these projects to be successful.
    2. Ability to assimilate, interpret and evaluate information on a wide variety of activities, ensuring that interdependencies and understood and managed.
    3. Ability to produce high quality project documentation
    4. Ability to operate in a complex organisational and political environment.
    5. Ability to manage disparate teams and bring them together to deliver solutions.
    6. High degree of computer literacy and competence in the use of Microsoft Office and appropriate project/programme management software.
