Banking Framework Transformation Specialist

Supervision (Banking, Trust, Corporate Services & Investment) Department


The Bermuda Monetary Authority (Authority or BMA) is seeking to modernise the banking framework to create the opportunity for diversification of banking services in Bermuda beyond that of the single license full-service banks currently provided for under the Banks and Deposit Companies Act 1999 (BDCA).

The Authority is in search of a skilled and capable individual to work as a Banking Framework Transformation Specialist in our Supervision (Banking, Trust, Corporate Services & Investment) Department.

Reporting to the Director, the post-holder will be responsible for assisting the Authority in working with internal and external stakeholders to establish licensing and regulatory frameworks, supporting transformation of


banking services in Bermuda, while ensuring that new categories of banks remain compliant with the global standards such as the Basel Commission on Banking Supervision (BCBS).

This role is focused on

policy development and providing technical support to supervisors on the rollout and implementation of the enhanced regime.

Working with a dynamic and diverse team of professionals, the primary focus will be establishing legislative, regulatory and supervisory frameworks that can facilitate the diversification of banking services in and from Bermuda while protecting and enhancing Bermuda's reputation as a leading and innovative financial services jurisdiction.


This is a key role for the Authority and the post-holder will be responsible for:

  • Collaborating with internal and external stakeholders to identify opportunities for and challenges to diversifying banking licenses and services in Bermuda
  • Assisting with the identification of legal and regulatory aspects of the proposed framework, in collaboration with the Policy Development, Strategy and International Affairs and Legal Services and Enforcement departments, covering the following:
  • Licensing criteria
  • Risk profiling and segmentation
  • Ongoing supervision regime
  • External guidance
  • Enforcement principles and processes
  • Assisting with the preparation of external publications in collaboration with other internal departments and external stakeholders
  • Creating a project plan for the design, development and implementation of the framework(s), including milestones, resources, dependencies and challenges, monitoring quality and progress, identifying and resolving issues and ensuring project deliverables are complete and timely
  • Representing the Authority to build and maintain key external relationships with the Government of Bermuda and industry partners
  • Creating and delivering internal training to supervisory teams on the implementation and supervision of the framework(s)
  • Partnering with internal specialists responsible for the delivery of Open Banking and Resolution frameworks for Bermuda to ensure harmonisation of regulatory and supervisory requirements
  • Performing other related duties and special projects as assigned by management in accordance with competencies normally associated with the post

This position requires a proven business background.

Therefore, the post-holder must have:


  • Master's Degree in Business, Finance or relevant equivalent discipline; or professional certification (i.e. CFA, CPA, CBCA, FRM) from a recognised institution or professional body
  • A minimum of ten (10) years experience, of which at least five (5) years should be at a senior level working in the financial services business, and/or experience with a financial regulatory body
  • Knowledge and experience with licensing and supervision processes including reporting
procedural manuals and guidelines

  • Understanding of review, analysis and assessment principles, practices and supervisory tools and techniques (e.g. diagnostic, monitoring, assessment) and financial institution business operations, practices, and governance structures (for all sectors), to establish supervisory approaches to conducting reviews
  • Strong understanding of the regulatory perimeter and governance, inclusive of legislative and regulatory requirements
  • Demonstrated history of project management experience particularly in planning, project leadership and risk and issue management with excellent organisational skills and the ability to prioritise multiple tasks, projects and assignments using effective time management skills
  • Knowledge of relevant current developments in national and international financial services, including banking services business models would be an asset
  • Experience with design and implementation of banking policy would be an asset
  • Extensive experience in financial services, particularly banking in jurisdictions with diverse banking licenses or banking models and business strategies will be an advantage
  • Forwardthinking leader with a collaborative focus who can consult effectively with key cons
