    Estates Surveyor & Manager for the Operatives Team, Worcestershire

    Are you a dynamic and skilled professional ready to make a significant impact as an Estates Surveyor & Manager within a progressive local authority?
    Our client, a leading council, is renowned for its empowering work culture and meaningful initiatives.

    Lead the estate management service across all operational and non-operational buildings falling within the Council's ownership.
    Manage the council estate comprising over 250 assets, including buildings, land, plant, and equipment.

    Manage the investment/asset management and managing agents contracts for the £26.Manage the Council's appointed Asset and Portfolio Managers and Property Managers/Managing Agents for properties acquired as part of the Capital Portfolio Fund.

    Manage the letting of vacant floorspace and property across the Council's estate.

    Manage, review, and issue all leases and licenses for occupation across the Council's estate, including rent and service charge reviews.

    Ensure appropriate servicing for all tenants and licensees of properties, land, and floor space within the Council's ownership.
    Manage the disposal and acquisition of land and property by or for the Council.

    Prepare financial statements for the service area and provide competent valuation and estate management advice for final accounts completion.

    Monitor and control approved budgets, ensuring compliance with budgetary control procedures and Council's Contract procedures rules.
    Support the Council's commercialization agenda and maximize the potential for deriving net commercial income from the Council's assets.
    Liaise with the Council's Finance and Accountancy teams to oversee the Asset Valuations contract.
    Advise the Council on the valuation of its land and properties.
    Select, appoint, and manage outside consultants and contractors.
    Prepare comprehensive instructions for property transactions for Council Committee meetings or working groups and present reports as directed.

    Lead day-to-day estate management, and commission services, interpret data to monitor estate performance and external providers, and continually raise standards.


    Educated to a degree or equivalent level in a subject relevant to the job role i.e. estates management, property, or surveying background.

    At least five years' experience in estate management, some of which should have been at a senior level managing others.

    Excellent business and commercial acumen with proven ability to build comprehensive business cases.
    Experience in monitoring and reporting on service level agreements and key performance indicators, demonstrating value-for-money services.

    Proven track record of improving asset performance across asset classes and increasing the net commercial income of an asset base.

    Sound knowledge of estate and valuation legislation and guidance.
    Knowledge and experience in property disposals, acquisitions, development, and valuation of strategic land and property assets.
    Knowledge of property information IT systems and valuation programs, document management, mapping software, and Microsoft 365.
    Contract management of consultants and contractors.

    Ability to operate confidently at all levels within the business including Members, Heads of Service, senior managers, and other key stakeholders, including external partners.

    Contract Duration: 3 Months (likely extension)
