Our client, based in Essex, is currently recruiting for a Principal Planning Lawyer on a Permanent basis.

The position is due to start immediately on a full-time basis. The annual salary ranges from £52,076 to £56,520 but is negotiable based on experience for this position.

Duties will include (but not limited to):

  • Being Council's expert for all matters relating to Town and County Planning law, contribute to the overall direction of the Service and provide technical and professional advice to officers and members in Planning and related areas of law. To attend thearea Planning Committees or District Development Management Committee when necessary to provide legal advice and assistance
  • Drafting S106 agreements or coordinate and supervise external Solicitors undertaking this work on behalf of the Council. To advice officers on Planning enforcement matters and to deal with Planning appeals to the Inspectorate and or the High Court
  • Participating in project groups within the Council to advice on the Planning law aspects and coordinate other legal advice that may be required for the project
  • Licensing hearing rota as necessary
  • Ensuring the Council undertakes it Planning functions within its statutory obligations upholding the Council's governance mechanisms, ensuring operational effectiveness, probity, equality and open government are maintained
  • Taking personal responsibility for ensuring excellent services are provided to our client departments.
  • Upholding the Council's values and behaviours and proactively promote these across the corporate arena and in partnership working
  • Developing, managing and sustaining positive working relationships with officers in the Planning Service but also across the other Services of the Council
  • Acting as the lead officer in relation to all Town and County Planning matters, to coordinate legal action in this area whether personally or instructing external legal support, ranging from drafting s106 agreements and advising on Committee reports, todealing with unauthorised traveller incursions in contravention of Planning law.
  • Assisting Legal Services to maintain it Lexcel Accredited status with the Law Society
  • Undertaking member training on their role at Planning Committee
  • Contributing to and implement a strong vision for the service area, through operational strategies and business planning which deliver ambitious, innovative and forwardthinking approaches
  • Deputising for the Service Manager as appropriate

Experience required:

  • Drafting s106 agreements, drafting and advising on enforcement notices
  • Providing advice to officers and members on Town and Country Planning matters. Dealing with Planning appeals to the Planning Inspectorate or appeals to the High Court
  • Advising on unauthorised traveller encampment contrary to Town and Country Planning.
  • Draft Highways agreements under S38 or S278 of the Highways Act 1980
  • Advising on regeneration projects on the Planning aspects and bringing in other legal expertise as appropriate
  • Licensing law would be an advantage but not essential
