We are an executive agency of HMRC with around 4,000 people and we're looking for someone to cover for our Welsh Language Officer to champion the use of Welsh in the VOA and promoting and monitoring our Welsh Language Scheme.


Job description:


Welsh Language Officer - Role Overview


The role of the Welsh Language Officer is to provide a range of duties to the highest standard to ensure that the VOA complies with its Welsh Language Scheme.


Key responsibilities

  • Taking the lead in reviewing and updating the VOA's Welsh Language Scheme and Action Plan, ensuring all relevant business areas within the VOA are aware of our commitments in the Scheme.
  • Maintaining an internal network, including chairing the VOA's Welsh Language Working Group to monitor our progress in meeting our commitments.
  • Managing the VOA's relationship with the Welsh Language Commissioner.
  • Takes the lead for reporting the VOA's progress against its commitments both internally to our Executive Committee and externally to the Welsh Language Commissioner.
  • Proactively engage across business areas and projects within the VOA that are relevant to Wales, ensuring that the Welsh language is an active consideration.
  • Identifying where improvements could be made to the VOA's Welsh language offering, working collaboratively with colleagues to deliver the best solutions.
  • Working closely with relevant teams to provide support for businesscritical translations and quality assurance of Welsh language material.

Other responsibilities include:

  • Championing the use of Welsh in the VOA and acting as a single point of contact for all queries with regard to the Welsh language.
  • Representing the VOA as part of external Welsh language networks with other public bodies, considering and exchanging best practices for the provision of Welsh language services.
  • Seeking opportunities to better promote the use of Welsh within the VOA.
  • Providing guidance and support to colleagues interested in Welsh language learning opportunities.

Person specification:


  • Strong bilingual communication skills including the confidence to have challenging conversations with seniors to progress work.
  • The ability to organise yourself and your workload effectively, showing initiative and proactively identifying work priorities.
  • The ability to work across a large organisation identifying emerging issues and supporting policy leads to determine actionable next steps.
  • Effective relationship building skills which enable you to influence others to refine their delivery and embed processes.

Essential Criteria

  • Welsh language skills of a high level in relation to speaking, listening, reading and writing. Assessment of these will include a written in tray exercise during the interview.
  • Ability to prioritise competing demands to deliver quickly build and maintain strong working relationships.

Desirable Requirements

  • Welsh language degree and/or translation qualification.
  • Experience of professional translation.
  • Experience in working in large organisations within a strategic function.
  • Awareness of Welsh Language Schemes.

Languages
