To provide comprehensive, expert People & OD advice, that includes guidance and support to managers and staff on the full range of People & OD policies, practices, procedures and supporting resources that enable managers to manage and develop staff moreeffectively and improve performance; covering the areas of:- People policy, practices and procedures,
- Staff health and wellbeing,
- Equality, diversity and inclusion,
- Recruitment,
- Staff engagement
Provide ongoing coaching and support to case management ensuring managers are aware of their responsibilities in the implementation of People & OD policies, practices and procedures; and that these are delivered in line with the company's values.
Key responsibilities
- Build effective relationships with the People Support + team acting as one point of escalation for Action Point queries.
- Assess and screen issues according to complexity and risk; and provide advice, guidance and the intervention required.
- Interpret policies, terms and conditions of service, best practice and employment law; whilst ensuring consistency in advice and guidance.
- Work closely with line managers and Trade Union representatives, ensuring a partnering approach is achieved.
- Ensure that all interventions improve performance and are aligned with company values and in compliance with legislation and best practice.
- Manage a caseload of investigations and employee relations issues covering a broad range of workforce matters, supporting managers that will include discipline, grievance, sickness absence, capability, dignity at work and staff welfare issues.
- Work in partnership with managers, plan strategies to support the effective management and timely resolution of HR processes.
- Coordinate investigation/grievance/disciplinary meetings and hearings; supporting and advising managers, participating in meetings as required.
- Take minutes of meetings e.g. highly complex disciplinary and grievance hearings including the management of audio taping where appropriate.
- Support the development of the service and produce regular reports of trend analysis and other key People and OD metrics. Interpret and analyse trends and recommend solutions to improve performance.
- Actively promote a culture of inclusion and person focus within the organisation with regard to Diversity and the Welsh language; promoting equality, diversity and inclusion, ensuring compliance with equality and human rights legislation through serviceprovision.
- Advocate for resilience and health and wellbeing projects; promoting good practice within the field of staff health and wellbeing.
- Work with resourcing colleagues to support local managers in the provision of a responsive, high quality recruitment service.
- Undertake job evaluation practice and procedure; and participate as a member of job evaluation panels.
- Support the review and development of People & OD policies and procedures and guidelines and contribute the development of other policies; ensuring compliance with the Welsh Language Standards Regulations and statutory requirements where appropriate.
- Assist in the formulation and implementation of policies, fact sheets and toolkits for managers.
- Develop and maintain People and OD best practice in order to respond to customer needs; including People & OD policy, staff health and wellbeing, staff engagement and employment legislation; ensuring these are applied in policies, procedures and supportingresources.
- Develop and maintain the People & OD intranet pages, including the sourcing and creation of material for inclusion, ensuring they are kept up to date.
- Work with a variety of IT systems, including SharePoint, ESR and TRAC.
- Ensure data protection, Information Governance, employment law and internal audit requirements are complied with at all times.
- Ensure all People and OD procedures and resources are documented, regularly reviewed and updated.
- Undertake ad hoc projects and commissioned work as and when required.
- Undertake audits of service provision as required.
- Represent the service and attend meetings on behalf of the Senior People & OD Advisor and Advisor Service Manager as appropriate.
- Be an ambassador and represent the People and OD Directorate internally and externally.
Essential
- Educated to degree level or equivalent.
- CIPD level 5 qualified or equivalent, demonstrable experience.
- Associate membership of the CIPD
- Good understanding of how employment law is applied in the workplace
- Evidence of continued professional development
- Generalist People (HR) & OD knowledge base and experience.
- Demonstrable understanding of People and OD policies and procedures and employment legislation.
- Employee relations case management experience.
- Ability to communicate effectively with managers and staff at all levels in the organisation; and to build effective working relationships.
- Able to think quickly and adapt to a range of customer needs.
- Ability to coach, support, guide, reassure and motivate managers.
- Proven ability to handle workforce related issues
- Strong negotiation & influencing skills.
- Excellent written and verbal communication skills.
- Excellent time management skills able to reprioritise, work to deadlines and under pressure.
- Use own initiative and escalate issues in a timely manner when unable to resolve.
- Ability to deal with confidential information and sensitive situations.
- Able to work well as part of a team to ensure team goals/objectives are met.
- Can adjust to changing work environment and different ways of working.
- Selfawareness and willingness to undertake further development as required.
- Ability to work as a team player
Desirable
- CIPD Level 7 qualification or working towards PG qualification.
- Experience of working in a unionised environment.
- Ability to speak Welsh.
