We have a new opportunity for a skilled and experienced commercial professional to join our Estates Services team.

The role will be focused on Estates and Construction and will provide expert input to Estates Services, defining and implementing a procurementstrategy, as well as contract management and supporting the team with supplier management.


The role is based at the Rutherford Appleton Laboratory but will also provide a national procurement and commercial service to our Estates teams at our Daresbury Laboratory and Edinburgh sites.

The post holder will be expected to travel to other STFC sites.


This role will have a focus on Estates Services (including Facilities Management and Construction) who are currently responsible for around £100m per annum of capital resource and spend.

Our procurement is varied, complex and programme orientated and isabsolutely critical to support the STFC strategic objectives. Contracts with suppliers vary in value, size and complexity.


You will be the lead regarding Estates internal commercial and procurement matters, and the Estates Services lead with UKRI Commercial (Procurement) and our shared service centre, UKSBS to ensure governance and compliance in contract management, procurementand corporate objectives.

You will help to resolve internal procurement queries across STFC Estates Services.


We are looking for someone to lead the commercial relationship for our construction and facilities management contracts and ensure they remain aligned with the financial and delivery plans.

You will support the team with contract variations, actioned throughUKRI/UKSBS Procurement.


You will be required to review our processes to identify areas for continuous improvement and identify benchmark opportunities within contracts through innovation and collaboration with our contractors and the wider industry.


You will also be required to build and develop effective working relationships with both internal and external stakeholders, across all STFC sites.


Develop a consistent Service Level Agreement and Key Performance Indicator approach, embedding this in all contracts through re-tender or contractual variation to deliver a comparable contractor performance platform and MI dashboard.


You will be responsible for reviewing training needs with regards to procurement, contract and supplier management, implementing solutions within the internal Estates teams.


Further responsibilities:


  • Soft market testing and market analysis for technical procurements
  • Commission through our UKRI Commercial team OJEU procurements, defining criteria in a complex environment
  • Demonstration of understanding contract management tools such as systems (CAFM, CEMAR) and payment systems
  • Advising on appropriate terms and conditions, setting standards, and ensuring 'best fit' to achieve agreed procurement objectives
  • Support Service Leads to develop business cases and strategic procurement options
  • Supporting the Estates team with developing tender specifications
  • Managing the overall Procurement and Contract tracker, ensuring all Estates teams are aware of upcoming required activities
  • Managing the Contract and Procurement information on the Estates SharePoint site
  • Liaising with UKRI / STFC Commercial and STFC Finance teams on procurement practice and policy.

Job Requirements

  • Substantial customerfocussed practical experience in the delivery of complex and high value procurement in the public/private sector.
  • Demonstrate a sound understanding of commercial procurement activities in accordance with Public Contracts Regulations.
  • Construction and FM market insight.
  • Ability to provide strategic procurement advice and embed new processes into existing teams/supply chain.
  • Familiarisation with and previous experience of working and ideally developing/managing Procurement Frameworks
  • Providing expert advice on commercial risk management and developing mitigation plans / strategies to manage identified risks at corporate level
  • An understanding of the importance of developing a Sustainable procurement approach.

  • Able to interpret changes in procurement legislation and provide information and options to management.
  • Educated to degree level or equivalent.
  • Membership of CIPS

Interview

  • Must have substantial practical experience of complex and highvalue procurement in the public and private sector, either client or contractor side
  • Demonstrable agile working, continuous improvement, use of benchmarking.
  • Ability to provide strategic procurement advice, and best practice.
  • Comfortable liaising with stakeholders at all levels of a business.
  • Proven ability in negotiation
  • Change management practice and experience
  • Experience in managing suppliers and technical contracts, ability to evaluate risk and provide advice on mitigation.

  • Commercial role within FM/Construction sector
  • Able to gather, analyse and interpret data to improve processes in support of procurement.
