The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:

  • Delivering security of energy supply
  • Ensuring properly functioning energy markets
  • Encouraging greater energy efficiency
  • Seizing the opportunities of net zero to lead the world in new green industries

For 2023, our priorities are:

  • Ensure security of energy supply this winter, next winter and in the longerterm bringing down energy bills and reducing inflation.
  • Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
  • Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
  • Deliver current schemes to support energy consumers with their bills and develop options for longterm reform to improve how the electricity market works for families and businesses.
  • Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.

Job description:


  • Do you want to be at the cutting edge of innovation to help deliver Net Zero as well as work for a Commercial function that is leading the way in delivering best practice
  • The Science and Innovation for Climate and Energy (SICE) directorate is responsible for delivering the government's £1 biillion Net Zero Innovation Portfolio (NZIP) designed to advance the technology and cost reductions needed to deliver the UK's commitments to achieving net zero carbon emissions in the UK.
  • The SICE Commercial Team are fully embedded with the NZIP programme and policy teams of SICE and as such we are involved at all stages of programme inception, business case development and sign off, competition guidance creation and sign off, assessment and moderation, contract award and contract management

Person specification:


  • Supporting SICE Commercial Leads to deliver strategic objectives across a diverse and sophisticated portfolio of projects.
  • Support SICE project teams to navigate internal approvals/governance processes relating to procurement and contract award.
  • Engaging with project teams at project inception stage, interrogating requirements in order to develop a clear understanding of the requirement and agree potential commercial routes and options to achieve desired results whilst working with Commercial Lead.
  • Support project teams to conduct preprocurement market engagement to ensure that the requirement is clear and attractive to a diverse range of suppliers in a variety of stages.
  • Provide support throughout the sourcing process, including developing project timescales to allow for prioritisation, setting expectations regarding timelines, providing clarity over governance and procurement processes, troubleshooting, and ensuring the appropriate collection of data.
  • Provide commercial input into the development of the bidder's pack (which includes the ITT, a specification, evaluation criteria, terms and conditions and summary information derived from preprocurement market engagement).
  • Provide commercial input into project teams on contract preparation and management, including but not limited to: developing contract management plans for contracts, including segmented contracts, identifying contractual levers to drive supplier performance, monitoring and early engagement with potential contractual variations or extensions.
