Intelligent Resource is currently working in partnership with a leading client in the UK to recruit a Transactional Procurement Manager based in Derby, to deliver a procurement service ensuring contract compliance, sustainable cost improvements and contributeto the achievements of targets through delivery of cost and efficiency savings


Duties and Responsibilities. - Produce and implement procurement strategies for assigned customer and product/service areas, establishing immediate and future procurement requirements of customer organisations and produce strategiesand solutions for those. - Project manage all high value sourcing projects for internal and external customers including all agencies, suppliers, and personnel to successfully manage sourcing projects from scoping to contract award. -Perform all audits, research and surveys to support category and procurement activities:

  • Use persuasion and influencing skills to engage with and influence stakeholders at all levels, providing advice and expertise in all aspects of procurement activity including highly complex areas including European Procurement Legislation
  • Manage customer requirements and expectations, including all facetoface meetings
  • Implement change and promote innovations /improvements
  • Manage projects effectively to ensure saving targets and ensure targets are delivered in line with work plan, consistently meet best value for money through effective sourcing of goods and services
  • Negotiate contracts with suppliers and undertake contract management reviews to monitor contract compliance, ensuring contracts deliver against agreed strategies an customer requirements
  • Undertake all procurement activities in full accordance with legal (EU legislation, commercial and contract law), environment and sustainability requirements.
  • Provide support, training and advice to colleagues and ensure the training and induction of new staff, assisting in the line management of staff and develop key relationships with the team.

Education/ Knowledge / Experience

  • Experience of managing complex procurement projects, from planning to contract award, including managing relationships with suppliers and contracts and managing tender processes
  • Have relevant experience running procurements under OJEU
  • Hold category knowledge of market areas related to work categories including applicable manufacturing, product knowledge and supply chain.
  • Have knowledge EU Procurement Directives, commercial and contact law, CIPS suuply code of ethics and risk management processes
  • Knowledge of public sector contracting forms and frameworks
  • Working understanding and Knowledge of relevant
  • Public Sector Procurement Regulations such as Public Contract Regulations 2015 and Procurement, Patient Choice and Competition 201
  • Ability to manage multiple contracts to ensure best value for money and high service levels.
