Embedding Finance Business Partnering (FBP) in RoS

  • Continue to develop and embed the FBP approach at RoS ensuring we meet our strategic objectives and are financially sustainable now and in the long term.
  • Support senior managers and budget holders by providing specialist advice on key strategic financial management issues including budgeting and forecast outturns, financial planning, risk management, capital accounting and VAT compliance.
  • Design and manage the delivery of a Financial Training programme for RoS staff involved in Finance.
  • Ensure finance guidance documents are meaningful, accurate, up to date and in line with best practice to support our Budget Holders and our Budget Liaison Officers.

Managing and developing the Finance Business Partner team

  • Line management responsibilities of the Finance Business Partners including managing, supporting and continuing to develop the team and its role in RoS.

Owning the numbers

  • Lead the production of the monthly management accounts and investigate and report on significant budgetary variances. Recommend remedial actions required to deliver a balanced financial position and monitor the implementation of these actions.
  • Manage the annual and quarterly budget process including the production of key data and financial analysis in line with RoS / Scottish Government timetable.
  • Collaborate with the Financial Accountant to produce timely and relevant monthly financial and management reports to the Executive Management Team, Audit and Risk Committee, Board and the Scottish Government.
  • Support the financial management of functions and projects, inputting to business cases and developing an understanding of key cost drivers at the RoS consolidated level.
  • Collate, analyse, and present appropriate financial data for information and decisionmaking purposes as required e.g. Pay Remit, VAT returns, unit costing, Freedom of Information requests, Scottish Government returns.
  • Responsibilities for capital accounting in accordance with the relevant IFRS accounting standards, policies and procedures.
  • Support the preparation and delivery of the year end accounts and provision of supplementary accounting information.

Key member of the Senior Finance Leadership Team

  • Be a key point of contact for the Finance Business Partner team and other Finance Leaders, providing support and guidance and enabling improvements within the Finance function.
  • Work with others within the Finance team, in other functions at RoS and with outside agencies to continuously improve service provision.
  • Represent Finance at Governance boards and Senior Management meetings where required.
  • Cover for the Head of Finance (C1) as required.
  • Any other adhoc duties commensurate with the role/grade.

Technical Skills

  • Qualified CCAB/CIMA accountant or qualified by experience
  • Competent in the use of finance systems
  • Advanced skills in Microsoft Excel and Word
