    About the Role

    As our next Area Service Delivery Manager, you will be accountable for executing a varied works program, encompassing both Capital and revenue projects totaling approximately 3.5 million in value. It is crucial to ensure that projects adhere to Council policies and procedures within specified timelines and budgets. Moreover, you will be responsible for overseeing the safety and efficiency of the workforce under your supervision, ensuring compliance with CDM regulations.

    The position plays a key role in our Maintenance team, overseeing a designated geographical area in the city and managing projects ranging from minor patching to substantial surfacing and infrastructure works. As an Area Manager, you will also be required to contribute to winter maintenance services and address off-hours emergencies in Leeds, with training provided and additional compensation offered.

    Job Description

    Job Purpose: To oversee an operational service dedicated to designing, procuring, and managing the construction of highway infrastructure maintenance and winter service programs and projects in alignment with statutory obligations, policies, standards, and specifications.

    Responsibilities for Grade:

    • Supervise a team of staff alongside managing, coordinating, and procuring materials, contractors, and consultants engaged in the maintenance and management of highways infrastructure.
    • Oversee and control budgets, taking charge of allocated budgets and settling contractual payments.
    • Deliver top-notch highways maintenance and winter service to ensure cost-effective upkeep of highways infrastructure and related projects.
    • Devise programs, design, and oversee cost-effective planned and reactive maintenance of highways infrastructure assets by internal and external providers.
    • Ensure staff and depot operations' health and safety compliance.
    • Supervise efficient depot operations.
    • Oversee procurement and performance of internal and external suppliers.
    • Manage plant and material utilization efficiently while monitoring against agreed budgets
    • Support the formulation of policies facilitating efficient service delivery, continuous enhancement, and corporate objectives.
    • Provide counsel to other departments on highway maintenance practices and specialty services, particularly concerning sustainable maintenance of major projects.

    Qualifications

    Incorporated Engineer or substantial equivalent relevant experience in highway maintenance and construction.

    PERSONAL SPECIFICATION: Assessment will involve the Application Form, Test, Interview, and Certificate.

    Knowledge Required

    • Understanding of asset management, highway engineering, and maintenance practices is advantageous.
    • In-depth knowledge of health and safety concerning highway works, operations, and risk evaluation.
    • Familiarity with CDM legislation.
    • Knowledge of street works legislation.
    • Familiarity with legislation, regulations, inspections, policies, and performance data related to the service area.

    Experience Required

    • Extensive relevant experience in a service or operational setting pertinent to the service area.
    • Experience in winter services for highways.
    • Experience managing a service across a geographic area to meet customer requirements.
    • Supervision of internal and external suppliers to deliver cost-effective, high-quality work and materials.
    • Understanding of local government operations and achieving outcomes in a politically sensitive context.
