This is an exciting opportunity for a level transfer or temporary promotion to Net Gain Senior Adviser, working in Biodiversity Net Gain's Credits sub-team, focusing on and helping lead our 'Investment' workstream.

You will have the rare opportunity to take a piece of Environment Act 2021 legislation through from the policy stage, right through to delivering implementation.


The Biodiversity Net Gain Team:

You will join an energetic group of approx.

30 colleagues that make up the Biodiversity Net Gain team, which is part of the Strategy and Government Advice Directorate's wider Sustainable Development team.

The team has been steadily growing in capacity, developing toward the introduction mandatory Biodiversity Net Gain, which comes into effect in November 2023.


In addition to working together as a team, we work closely with and across several other teams, including other teams across S&GA, specialists and colleagues in Chief Scientist's Directorate, Operations, Transformation, our Area Teams, and business support teams across the organisation to name a few.

Reaching beyond our own organisation, we are continually collaborating with DEFRA to design and plan for the implementation of mandatory Biodiversity Net Gain, and the Credits team in particular are currently working with 8 pilot projects, as well as numerous other stakeholders.


The Credits sub-team:


The Environment Bill, which became the Environment Act in November 2021, set out proposals for a Statutory Biodiversity Credit Scheme, and Natural England's Credits sub-team is a key voice in discussions about how this will be developed and implemented.

We currently have two primary workstreams within Credits: Investments and Sales. This role will focus on and help the Investments work stream.

However, we do not operate in a bubble. We work closely with our Biodiversity Net Gain Policy and Digital sub-teams.

Interconnected work areas also include the establishment and provision of a publicly accessible register of Biodiversity Gain Sites, of which NE will be the operator.

How we engage with Local authorities and spatial planning will also have a key role in the delivery of mandatory Net Gain.

Job description


Key tasks/ principal accountabilities:

This is an evolving work area and specific responsibilities may develop and change over time. The post holder will need to maintain a flexible and adaptable attitude and approach.


Key tasks:

  • Taking part/full ownership of the Investment Strategy, Targeting Strategy, Investment Principles, and Investment Criteria (working closely with the other two Senior Advisers).
  • Work closely with our Stakeholder Engagement Senior Adviser to ensure coordination and collaboration on Investment related engagement activities and connection with wider topics.
  • Work closely with our Credits Principal Adviser and Legal team to ensure the Credits Scheme continues to meet all required standards as the scheme progresses towards mandatory BNG dayone.
  • Building and maintaining relationships with external partners, in particular our landowner project partners.
  • Building and maintaining relationships with internal partners, in particular supporting our Engagement Senior Adviser with technical advice to support dayone readiness of our Area Teams.
  • Contributing to ongoing relationships with DEFRA regarding the BNG Credits Scheme.
  • Support Credits Investment work areas with ongoing development of governance structures.
  • Contribute to and have oversight of Investments guidance writing.
