    Job summary

    An exciting leadership opportunity has arisen for an inspirational Locum Consultant in Health Protection to join the team within the Public Health Directorate, to provide expert leadership for our local health protection system in Mid and West post holder will be responsible for dealing with the surveillance, prevention and management of communicable and non-communicable hazards for the Hywel Dda region. They will take a lead strategic role across the full breadth of health protection including non-infectious environmental hazards - undertaking these responsibilities for the population of Hywel Dda. They will provide specialist advice, expertise and leadership, on behalf of the Executive Director of Public Health, working with and through a wide range of organisations and partners across the region.

    Main duties of the job

    he post holder will take a lead strategic role, on behalf of the Health Board, in carrying out surveillance, coordination of support and the strategic development and monitoring of implementation of key national programmes.

    Close working with CCDCs / Consultants in Health Protection and Consultants in Environmental Health Protection across Wales will be expected through various meetings, hot case reviews, network days and educational meetings. The post holder will need to travel to meetings in various locations across the Hywel Dda region and beyond as the needs of the role requires. Agile working is supported and administrative and IT support is provided. A high level of intellectual rigour, negotiation and motivation skills and flexibility is required to deal with complex public health issues, to advise and make recommendations regarding services and patient care. A high level of tact and diplomacy is required and an ability to understand other cultures to enable effective working across organisational boundaries and influencing without authority.

    Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

    Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

    Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

    47 general practices (6 of which are managed practices), 45 dental practices (including 4 orthodontic), 96 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

    Numerous locations providing mental health and learning disabilities services;

    Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

    Job responsibilities

    This post is open to NHS medical / dental consultant scale (point commensurate with previous experience) / NHS Agendafor Change Band 9.

    The post holder will work closely with key partners including Public Health Wales, Local Authority Environmental Health departments, the NHS and the Local Resilience Forum. It is essential that effective working relationships are maintained and developed with a wide range of other agencies including local water companies, Natural Resources Wales, the Food Standards Agency, Animal and Plant Health Agency, occupational health services, hospital medical staff, health service managers, primary care organisations, schools, nursing homes and voluntary agencies.

    As the strategic and tactical lead for the Health Board, the post holder will have responsibility for the development, implementation and management of a coherent, joined up Regional Health Protection system that is able to maximise collective efforts across partners, be agile, adaptive and responsive to new and emergent issues. They will provide technical expertise and public health leadership to a number of fora and areas as they relate to the responsibilities of the role including (but not limited to) Infection Prevention & Control; National Immunisation Framework implementation; and the Local Resilience Forum. They will also be involved with senior managers in the Health Board, as well as the hospital nursing management teams, emergency planners, the infection prevention and control team, and the Lead microbiologist in responding to incidents and outbreaks.

    Under the leadership and direction of the Executive Director of Public Health, you will:

    contribute to the leadership and management of a co-ordinated approach to the health protection function and actions between the three local authorities, Public Health Wales and the Health Board.

    Contribute to the development of integrated partnership strategies (including monitoring and surveillance reporting), working closely with all relevant partners;

    provide health protection leadership and technical expertise within HDdUHB through working closely with senior leaders to support Health Board work ( service planning and delivery, quality and governance);

    provide public health leadership and support to health protection issues across the localities within the Hywel Dda area;

    take responsibility for developing local policies, interagency and interdisciplinary plans and programmes;

    develop partnerships and influence all agencies to ensure the widest possible contribution to the protection of the populations health and wellbeing throughout the Hywel Dda area;

    provide expert public health protection advice and leadership to support and inform an evidence based approach within ethical frameworks for planning and developing high quality equitable services, across primary, secondary and social care, and across sectors including local authorities, voluntary organisations;

    develop and utilise information and intelligence systems to underpin appropriate and timely responses to mitigate or eliminate threats to the publics health across disciplines and organisations, leading collation and interpretation of relevant data;

    actively work to reduce inequalities in partnership with the Welsh Assembly Government, NHS Wales, government agencies, national bodies, local authorities and the voluntary sector; and,

    ensure that relevant local experience and expertise supports or drives national developments and vice versa.

    Qualifications and Education

    Essential

  • GMC Registration with a license to practise
  • Training in Health Protection
  • Applicants must meet minimum CPD requirements ( be up to date) in accordance with Faculty of Public Health requirements or other recognised body.
  • MFPH by examination, by exemption or by assessment

  • If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT.
  • Inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List (or be eligible for registration within six months of interview) or Inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists (or be eligible for registration within six months of interview). If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice.
