Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Department for Science, Innovation and Technology commercial team delivering departmental objectives.


Job description:

In this role you will gain a unique perspective across the entire Portfolio.

You will be required to lead the commercial support for all projects in each of the Programmes, working alongside another Commercial Lead.


The Future Network Programmes team is a diverse and supportive working environment, including specialists in project delivery, commercial, finance, legal, analysis, technology and policy.

Your role is a key part of the Future Network Programmes team, reporting to a Commercial Business Partner in the DSIT Commercial Directorate, you will managed by the Head of Business Operations, with line management of a small team of Commercial officers.
The Programme Manages a large portfolio of grants and has an active programme of interventions planned.

Your role will include providing expert advice to policy and programme development colleagues in the delivery of grant interventions, and programme delivery in the management of grant relationships.

In addition, you will provide support to develop the programme's approach to its contract requirements (including, but not limited to, programme evaluation, research, standards and financial assurance).

Responsibilities:


  • Support the delivery of Future Networks Programme's commercial requirements, covering both grants and contract relationships, both in approach to market and the management of existing commercial relationships.
  • You will provide the link between the programme and the DSIT Commercial Directorate. Providing support to policy colleagues in Digital Infrastructure in defining their approach to market and working with the programme to ensure timely execution of procurement activities in line with DSIT and Cabinet Office policies and processes and legislation.
  • You will actively promote DSIT Values, plan and oversee the professional development and training of any staff that you may have responsibility for. Set high performance expectations, developing the capability of all those you activity manage, valuing difference to deliver results, inspiring people and creating a shared sense of purpose across the Department.
  • As part of the Commercial Directorate, you will ensure you are responsive to business needs whilst effectively managing business & commercial risks, and ensure the programme is responsive to deliver these requirements.
  • Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department.
