Main Purpose of Job
The Independent Commission for Aid Impact (ICAI) is the independent body responsible for scrutiny of UK government aid.

We work to ensure that the UK's £13bn aid budget is spent effectively for those who need it most and delivers value for UK taxpayers.

ICAI is an influential voice in the scrutiny and accountability of aid.

We scrutinise the work of FCDO, and Official Development Assistance (ODA) spent by other UK government departments such as the Home Office, Department for Business, Energy and Industrial Strategy (BEIS) and Department of Health and Social Care (DHSC).


Job description:


  • Contributing to ICAI's strategic direction, particularly around the development of ICAI's programme of reviews.
  • Supporting ICAI's Commissioners in commissioning the programme of reviews, leading on the coordination of the review programme and supporting contract management.
  • Leading on the quality assurance of ICAI reviews, particularly during methodology design, analysis of evidence and drafting of reports, and ensuring consistency of standards.
  • Ensuring that ICAI's review types and processes remain fit for purpose.
  • Leading on learning about ICAI's own impact and value for money and driving continuous improvement.
  • Line managing three Review Managers, supporting them in their roles and development.
  • Liaising with review stakeholders from ODAspending government departments, particularly, but not exclusively, FCDO
  • Ensuring that ICAI keeps abreast of developments in UK aid strategies and policies, and in best practice in evaluation and scrutiny.
  • Supporting corporate governance, finance and risk management, as a member of the Secretariat management team.
  • Commissioning and quality assuring reviews undertaken by ICAI's contractor from design through to publication.
  • Seeking continuous improvement in the quality and impact of ICAI's reviews;
Occasional, optional, travel to countries, which are the focus of reviews, is possible.


Person specification:


Minimum Criteria

  • Experience in the international development sector
  • Experience of commissioning external service providers or similar (e.g. consultants) to deliver such products.
  • Experience of using participatory methods in the context of research/evaluation
