Reed Talent Solutionsare currently working with a South Yorkshire based Housing Association to recruit a Housing Officer on an initial three-month contract. The post-holder will work under the direction of the Housing Management Team Leaderto provide a proactive reassuring practical and visible customer focused estate management service within a defined area or community, responsible for the delivery of a combination of key front line elements of Housing Management, Environmental Management,Community and Tenancy Support, Community Safety and Cohesion.

Key Responsibilities

  • Operational responsibility within a small flexible team for the delivery of the day to day estate management service in a specified community contributing to local strategies.
  • Deliver a highly visible, effective & proactive tenancy & estate based service.
  • Provide a visible and supportive presence in areas of noticeable tension and vulnerable areas (for example high concentrations of vulnerable tenants or known areas of Anti-Social Behaviour).
  • Address all breaches of tenancy regulations in a timely manner determining whether support or enforcement interventions are the most appropriate
  • Develop a thorough local knowledge of residents and community issues feeding the information into other structures appropriately
  • Monitor introductory tenancies and initiate any actions necessary during the 12 month period in accordance with procedures
  • Identify issues of concern in an appropriate professional manner and report and act upon any incidents requiring further intervention to the appropriate agency. If necessary gather evidence in a professional manner and give evidence in civil and/or criminalcases
  • Identify locations vulnerable to crime, nuisance and antisocial behaviour and contribute towards devising strategies for addressing problems
  • Carry out effective void management including checking void security and take appropriate action where breaches of void dwellings occur and carry out recharges in line with the appropriate procedure
  • Identify and signpost any repair issues accordingly. Community and Tenancy Support
  • Meet in agreed timescales with community groups, representatives, other active services and agencies to determine, balance, and agree local priorities of all relevant service providers in the area (e.g. Customer Panel, Tenants and Resident Associations,local steering groups, crime and safety sub group and neighbourhood management arrangements.)
  • Identify vulnerable clients by the completion of an assessment check lists and appropriate support package and action plans, at sign up or where potential support issues become apparent
  • Work with appropriate support providers to facilitate the delivery of appropriate support packages to aid sustainability of tenancies
  • Carry out visits in partnership with appropriate agencies for recent victims of crime. Where appropriate provide and facilitate additional support to vulnerable individuals or communities
  • Staff and promote accessible dropin centres catering for the requirements of the community. a. Assist in the organisation and implementation of community events in partnership with community groups and other agencies where this contributes to the objectivesof the Housing Management Team. b. Liaise with outreach youth workers to reach groups traditionally excluded from the decision making process. c. To assist in the development and implementation of the Junior Warden Scheme and participate in their delivery.
  • Carry out customer satisfaction surveys and other door to door surveys on samples of the community as directed, including triennial visits
  • Participate in and promote effective tenant consultation and liaison in line with the Customer Involvement Agreement and local Housing Agreements Environmental Management
  • Work with relevant service providers and the community to ensure a shared responsibility for the maintenance of the environment
  • Ensure that maintenance obligations of other services to common areas are fulfilled and identify any local problems not currently being addressed for referral to the Steering Group and/or appropriate service
  • Arrange and monitor the removal, clearance or cleaning of more widespread graffiti, rubbish and vandalised property by the relevant agency or service
  • Organise and assist the community with regard to minor environmental cleanup campaigns
  • Support and enable the delivery of services by other providers/agencies on behalf of the customer by making referrals and following up action where specified target completion times have not been met or where service standards have not been achieved (e.g.
Highways, Neighbourhood Pride

  • Identify and maintain accurate records of all areas of environmental concern and assist with the development of strategies to improve the general environment of the area of responsibility
  • Identify & consult on proposed environmental schemes in liaison with the Housing Management Team Leader and local Steering Group

Essential Criteria

  • Experience of social housing, including estate management and tenancy Management or Community Safety related work
  • Ability to produce accurate case support papers including action plans, legal documentation, etc.
