Overview of role
The Public Transport Service Planning department drives the development of London's public transport services.

We plan the rail, bus and London Underground network, to meet current and future customer and business needs, and deliver the objectives of the Mayor's Transport Strategy.


As part of Public Transport Service Planning, the Train Service Planning team is responsible for the identification, planning and implementation of train service changes on the London Underground network.

We seek to maximise the benefits to customers from the capability of the railway and its supporting assets, within value for money, operational and affordability constraints.

We have a vacancy in the Train Service Planning team for a Transport Planner.

This is a challenging and influential role in which you will use your analytical, problem solving and communication skills to develop and drive forward service changes for London Underground lines.


Key Accountabilities
You will assist the Principal Transport Planners in undertaking the following:

  • Monitor and review the impact of Underground service changes on TfL's customers and on TfL's delivery of its strategic objectives including value for money, customer journey time, service reliability and network capacity and connectivity.
  • Undertake detailed analysis, including appropriate modelling as required, on feasibility, costing, passenger benefit evaluation and performance impact of service change proposals.
  • Build business cases and secure stakeholder support for service changes, across the business.
  • Develop strategic plans for specific Underground lines, and the plans to deliver the strategy.
  • Manage the service change process for approved schemes
  • Contribute to the development of Public Transport Service Planning team capability.

Skills, Knowledge & Experience

Skills

  • Strong analytical and problem solving skills (essential)
  • Strong written and verbal communications skills (essential)
  • Ability to prepare plans to tight timescales (essential)
  • Influencing and negotiating skills (desirable)

Knowledge

  • A degree in a relevant discipline or equivalent experience (essential)
  • Knowledge of public transport issues in general, the structure of the public transport industry and the characteristics of the London travel market (desirable)
  • Knowledge of public transport service planning principles, reliability issues and the metrics measuring these (desirable)

Experience

  • Experience of interpreting different information sources (essential)
  • Experience of using MS Excel to analyse and manipulate data (essential)
  • Experience of participating in multiple teams (desirable)
  • Experience in appraising service changes through business case development (desirable)
