Spectrum is a vital resource used by almost everyone, consumers as well as businesses and it touches everyone's life every day.

The radio spectrum connects our mobiles, wireless headphones, tablets and computers.

It enables our key fobs to unlock our cars,the Met Office to forecast the weather, satellites to measure global warming, concerts and shows to be seen and heard.

TV and radio broadcasting would not exist without it.

Without access to spectrum, police, fire, ambulance, coastguard and air traffic controlwould not be able to communicate - it's that important.


Spectrum Assurance is a large team consisting of two core elements, the network of field-based Spectrum Engineering Officers and the Spectrum Management Centre (SMC), Ofcom's 24hour operations hub.

The SMC provides a vital facility for businesses and consumerssuffering from radio and spectrum interference.


The SMC team has 14 engineering officers, which include senior engineers who will help you and the team manage and protect the UK's radio spectrum, delivering a wide range of vital services to the UK businesses and consumers.

The Spectrum Assurance teamis IOS9001 accredited and operates a policy of continuous improvement.


The SMC not only provides advice and assistance, it also monitors and proactively investigates improper use of the spectrum, to keep the UK's businesses and consumers' on the air.


Purpose of the Role
The key purpose of this challenging role is to ensure the SMC team delivers high-quality services to spectrum users. This requires first class direction of a 24x7 operational team.


You will be one of two Operations Managers within the SMC and will be a member of the Spectrum Assurance (SA) management team, helping set direction by collaboratively engaging across and beyond.

The way spectrum is used is constantly evolving, you will play a key role in contributing to meeting not only the team needs, but those of the wider directorate, ensuring that the skilled colleagues and resources in your team are in the best position possibleto respond to future challenges.


What are you expected to deliver?:

  • You'll be expected to develop an understanding of the operational environment you'll be managing within.
  • Accountable for operational effectiveness of the SMC providing leadership, support, and guidance to team members.
  • Promote personal development and dedicated coaching to boost careers and performance.
  • Act as escalation point for sensitive or complex matters within the SMC.
  • Ensure team milestones and service levels are met or exceeded, take responsibility for developing these to truly reflect the work of the team
  • Support the wellbeing, flexibility and inclusion of the SMC into the wider Ofcom culture and ways of working.
  • Line management of Duty Engineering Officers (DEO) and Senior DEOs, managing efficiently and in a costeffective way.
  • Responsible for SMC governance (HR, assets, financial and H&S)
  • Internal and external operational stakeholder management.
  • Manage efficiency and process improvement initiatives including ensuring full utilisation of resources including shift rotation.
  • Ability to make a real contribution within the Spectrum Assurance management.
  • Proactive management of data to drive efficient and effective high performance.
  • Project work as required

Essential skills, knowledge and experience

You will have a proven track record in leading through varied and diverse teams, delivering operational excellence and be able to work with a fast-paced shift management team.

Be adaptable to change as well as having an eye for detail and an ability to executeplans first time.


You will have an engaging leadership style, be a strong coach and mentor to all colleagues, with an ability to influence at all levels.

You will be a strong communicator and be able to flex your approach depending on your audience.
