Description
The Council is currently on an exciting journey with our Modern 25 programme which will review the operating model, digital and people strategies amongst other areas of the Council and operations. A key part of the digital agenda is the upgrade of the finance system which also provides an opportunity to explore how wider system integration could be improved.
We are seeking a proactive and innovative Finance Systems Manager to lead the Finance Systems Team in a busy finance service at Teignbridge District Council.
Utilising a good understanding of data and whole systems thinking, you will manage the design, development, change, implementation, testing and integration of all financial systems, processes, procedures and reports. You will ensure financial systems are fit for purpose with effective financial control and data quality to support internal clients and external reporting.
Leading a team of dedicated professionals and working collaboratively with senior officers throughout the organisation you will help to drive continuous improvement in a comprehensive financial management service.
You will provide support, advice, and analysis for all aspects of revenue expenditure and income monitoring. You will have experience in working at a senior level, excellent communication skills, a wide range of digital and IT skills and good knowledge of budget co-ordination, preparation and monitoring.

The ideal candidate:
• Has experience of, and proven track record of innovative working with, IT finance systems in a complex organisation, ideally although not essential in a local government environment.
• Can lead on design, development, change, implementation, testing and integration of all financial systems, processes, procedures and reports.
• Has the ability to provide advice at all levels on specific costing and budgetary projects as requested.
• Takes an active part in the process for achieving business efficiency via production of financial performance indicators and assistance with relevant business improvement projects.
• Has a proven track record of leading positive change and managing performance.
• Has excellent communication skills (both written and verbal) and the ability to adapt to any given audience.
• Enjoys solving problems, finding creative solutions to challenges.
• Is self-motivated and aspire to make a difference.
• Pays attention to details.
• Can support the management of budgets and resources in a variety of services as required, including a range of financial activities.
