The NATO Communications and Information Agency (NCI Agency) located in The Hague, The Netherlands, is looking for an experienced systems engineer (10 + Years) with experience in automated deployments of Microsoft Systems, automated software deployment, virtualization,Disaster recovery planning and implementation at a large scale.

The main objectives of this statement of work are:

  • Development of new and maintenance of existing automation techniques for Microsoft systems and related software modules, with special focus on NATO Off the Shelf Software (NOTS), but also Commercial Off the Shelf (COTS) Software.
  • Implementation of Disaster Recovery plans and backups at medium and large scale, ensuring availability of systems.
  • Improvement of cloud (Public and Hybrid) with focus on Microsoft installations, including automation and DevOps activities, as well as exploration of Edge computing.
  • Implementation of Microsoft updates and patch management systems, including review and controlled patch release.
The work will be delivered in Sprints, and each sprint will have the duration of two weeks.

Part of the work in Q3 may involve handling classified networks, therefore, the contractor should be in the position to obtain a security clearance at the right level before Q3 2023.


PRACTICAL ARRANGEMENTS
Although the contractor will work primarily remotely, the work requires a hybrid approach.

The contractor will be therefore present at the facilities of NCI Agency in The Hague during the following dates:


  • March 5 Working days TBD Upon agreement with Sponsor in the beginning of the contract.
  • May 5 Working days TBD Upon agreement with Sponsor
  • September 5 Working days TBD Upon agreement with Sponsor
  • October 5 Working days TBD Upon agreement with Sponsor
  • November 5 Working days TBD Upon agreement with Sponsor
Additionally, the contractor will provide on-site support as required for exercise CWIX 2023 (Bydgoszcz - Poland) during the following dates:

  • April Working days TBD Final Coordination Conference
  • June Onsite Support to Exercise Execution

All travel and per diem costs shall be included in the Firm Fixed Price of this Contract, together with cost of lodging and subsistence costs for all individuals.

There shall be no separate re-imbursement for travel and accommodation.

QUALIFICATIONS
For the tasks under this task order, we require a contractor with the following qualifications:

  • Extensive experience with demonstrable track record (10 + Years) in a mid-large environment (500+users) in the following aspects:
  • Virtualization of Microsoft systems using technologies such as VMWare and Hyper-V (Desktop-VDI and server virtualization)
  • Administration of Microsoft networks to include DHCP, DNS, Printing Services, Active Directory, Microsoft SQL Server.
  • Migration of Microsoft OS (to newer versions in an automated fashion)
  • Design, implementation and maintain patch management systems with WSUS, including review and controlled release of patches.
  • Experience maintaining disaster recovery plans and technologies for midlarge range infrastructures using commercial backup tools, preferably Veeam Backup Enterprise.
  • Experience in relationship with end users (both office users and advanced users), dealing with enduser equipment and software.
  • Deployment and maintenance of antivirus software using automated means (Centralized Console or similar) in midlarge size deployments. Ideally, will also have experience in redeployment and migration between antimalware systems.
  • Management of licenses, including the use of Microsoft Licensing tools such as KMS.
  • Experience with internal auditing of networks, to include licensing, software, security, etc.
  • Experience deploying COTS software as well as inhouse developed Software of customized versions of COTS software, with strong focus on automation.
  • Strong team player, with great attention to detail, and with strong experience working in demanding environments with 500 + users
  • Microsoft MCSA or MCITP certification
Training and/or experience in the following will be considered a plus:

  • ITIL training
  • Digital forensics
  • MS Azure cloud
  • Testing (ISTQB or similar)
  • Cisco networking (CCNA or similar)
  • Project Management / Team management
