Job summary:


The People Analytics team is part of the HR function in Defra and acts as a Centre of Excellence delivering workforce management information and analytics for six organisations across Defra group.


As one of two G7 experts in the team, you will co-lead provision of workforce insights that drive key decisions in the business and feed into external reporting products.

The primary areas of focus will be insights covering various stages of the employee life-cycle, as well as the impacts of policies and experiences reported through people surveys.

Working alongside the Strategic Workforce Planning team, People Analytics acts as a building block and key enabler to shape Defra's workforce of the future.


The role is part of a broader team of people analysts and works closely with the Defra analytical community and data teams.

There will also be opportunities to collaborate with Defra group business teams, digital and technology teams and external parties.

The role has significant impact on HR's reputation as an innovative function capable of exploring and exploiting data to pinpoint strategic issues and support the delivery of evidence-based solutions to progressing our workforce strategies.

Through publicising and sharing successes with other government departments, it impacts the Defra group's ability to influence cross
- government initiatives and strategies in this area.


Job description:

In broad terms, as a People Analytics Expert your work will include, but is not limited to:

  • Engaging with senior stakeholders and understanding their requirements for people analytics. The job holder will serve as an advocate of data-driven culture, helping Defra use insights that will direct efforts towards initiatives with the highest impact.
  • Developing an appropriate and aligned approach to data analysis within HR to meet Defra's needs.
  • Leading the design, development and delivery of the future service offer for People Analytics, including a suite of reports, ways of working and a roadmap for transitioning from current state to future state.
  • Leading on regular reports to Cabinet Office, organisational reports to Defra group organisations and dashboards, and Parliamentary questions.
  • Freedom of Information requests, Gender (and other) Pay Gap reporting and ad hoc requests.
  • Developing an approach to collecting/ extracting, managing, and analysing data from disparate and complex data sources within Defra group.
  • Leading a team of analysts to deliver people analytics capability for HR.
  • Democratising data and insights to deliver selfservice tools to stakeholders, enabling them to make better decisions quicker. This will include automation of high impact reports and supporting customers to interpret and use dashboards and analytics products.
  • Providing briefings and participating in projects and initiatives for senior boards, business leadership teams, business and technical specialist communities as appropriate.
  • Defining and managing any technical procurement requirements and implementation of analytical tools, in collaboration with corporate commercial team.
  • Engaging with, and contributing to, the data analysis community across the wider Defra Group and the Civil Service.

Person specification:


The following experience is essential for this post:

  • Experience of having led analytical teams in complex and fast-paced operating environments.
  • Evidence that you have engaged with stakeholders to understand the business challenges and to deliver for your customers though the presentation of professional and clearly articulated arguments.
  • A track record of consistent delivery of operational objectives on time to quality, at pace within a complex operational environment.
  • Experience of developing and maintaining reports and dashboards using data feeds from multiple systems and using business intelligence/reporting tools.
  • Ability to construct and effectively communicate data stories using data visualisation techniques and narrative storytelling.
  • Advanced excel skills; experience working with specialist analytical software (e.g. R, Power BI or similar).
