As our Technical Services Manager, you will work with the Head of Technical and Scientific Services and the Senior Management Team to provide support, vision, leadership, and direction for the UKHSA Network and other Laboratories with an emphasis on thedelivery of technical and scientific outputs, organisation of workflows and management of demand.

You will lead the strategic development, including identification, prioritisation of, and support for specific technical service developments associated withscientific advances.


To facilitate this in conjunction with the Senior Business Operations and Project Managers, you will form a key partnership with UKHSA procurement colleagues and support the Science Group procurement agenda to coordinate equipment and consumable standardisationwhere able and provide financial efficiencies.


Additionally, you will work with the Head of Technical and Scientific Services to direct the Quality Improvement, Health and Safety and Science Group workforce and succession planning agendas.

You will provide laboratory technical and scientific knowledgeand experience to the working groups and help develop UKHSA strategies.


You will support the Head of Technical and Scientific Services within the UKHSA Global Heath strategy as a key representative for Science Group, provide advice and operational support as required, and will be a key contact within Science Group in any nationalor international UKHSA led Public Health activities or outbreak responses.

Responsibilities section
As the Technical Services Manager, your main responsibilities will include:

  • Supporting the Head of Scientific and Technical Services to provide technical, scientific and operational support for UKHSA Network and other laboratories in development of clinical and public health outputs.
  • Ensuring appropriate standardisation and consistency of delivery across all functional areas and work closely with the Science Group leads in Quality, Health & Safety and Governance ensuring that appropriate services are UKAS accredited. Record and resolvecustomer complaints relating to NIS laboratories where these lie outside of the remit of the laboratories themselves
  • Supporting the Head of Technical and Scientific Services in conjunction with the Senior Business Operations and Project Managers with transformation and modernisation projects across the Network.
  • Ensuring the pathology transformation and modernisation programme is managed to the highest professional standards to provide efficient and effective technical microbiology services
  • Working in conjunction with the Senior Business Operations and Project Managers supporting the Science Group with procurement and marketing strategies
  • Providing scientific and technical support to the procurement group and supporting Group wide procurement initiatives
  • Providing continual appraisal of developing technologies and equipment within the diagnostic, research and commercial biomedical sectors and implementing when appropriate.

Essential Criteria:


Essential

  • MSc or equivalent
  • State registration with HCPC (Bacteriology or Virology)
  • Willingness to continue the learning process through academic or practical experience
  • Extensive postgraduate practical, technical and theoretical experience in Medical Microbiology (Bacteriology or Virology at least ten years) and Medical Laboratory Sciences
  • Extensive knowledge and expertise in various managerial fields, including finance, HR, business, project management, planning, leadership, procurement etc., gained both by qualifications and lengthy experience.
  • Ability to initiate changes in procedures or policies to induce service development
  • Thorough knowledge of Laboratory Health & Safety arrangements
  • Experience of critically assessing current ways of working and introducing efficient and cost effective practices
  • Evidence of using technical experience to assess new and existing systems and processes to initiate change in laboratory practice

Desirable

  • Experience of working in a number of different laboratories
  • Experience in marketing and liaising with customers
