    We are looking for an enthusiastic, curious, and compassionate Performance leader, with great attention to detail and drive for improving patient care.

    You will be responsible for providing foundation group, executive and divisional level performance reports for the Trust, bringing together transparent and easily interpretable consolidated views, outlining the key areas the Clinical Directorates and Corporate Teams management team need to focus on, identifying performance improvement opportunities to deliver improved patient care.

    Main duties of the job

    The role will provide senior performance management expertise and knowledge to the Divisions, as well as being subject matter expert for the Trust in performance on our national delivery standards. Via regular analysis, the Head of Data Science (Performance) will identify key lines of enquiry for the operational teams and executive leads to investigate and will provide support for the development of trajectory setting and recovery action plans where this is not at the required level.

    The Head of Data Science (Performance) will lead and co-ordinate the development and implementation of the Trust's Performance Management Framework. This will integrate a wide range of measures and processes across the Hospital. The framework will provide the Trust Board, Divisions and Corporate Departments with greater visibility and understanding of the delivery of the services provided at George Eliot NHS Trust in line with national and local indicators and standards.

    In conjunction with other team colleagues, the post holder will oversee the design and delivery of the demand and capacity planning tools

    Detailed job description and main responsibilities

    Leadership and Communication

    • Provide strong visible leadership and expertise within the Trust, in partnership with Divisions, on matters relating to performance standards.
    • Maintain a high profile within the Trust and engage with staff at all levels, including clinicians, to ensure that performance standards are treated with the highest priority.
    • Establish effective communication channels between the Divisions and other corporate functions to ensure that good practice is rapidly shared and that areas of concern are escalated so that appropriate action can be taken.
    • Work to integrate the four core aspects of performance management through the Organisation – operational performance, quality and safety performance, workforce and finance.
    • Delivery and presentation of contentious and sensitive performance information
    • Identification of development opportunities for yourself and those around you, adopting innovations and practices learned from the wider analytics community.
    • Work closely alongside Performance Leads in the Foundation Group Trust and other local organizations to identify consistencies and alignments across organisations.

    Performance Management

    • Contributing to strategic thinking on medium to long term performance improvement strategies.
    • Development and implement the Trust's Performance Management Framework, to include where necessary the production and monitoring of recovery action plans and trajectories, regularly reviewing this to ensure continuous alignment to the Trusts strategy and objectives.
    • Lead on the co-ordination and delivery of operational performance improvement trajectories.
    • Overview and sign off of performance measures for business cases.
    • Respond to regional and national performance enquires
    • Work to foster an environment where statistical performance and clinical performance are seen as critically interlinked.
    • Promote a customer focused service delivery culture across the directorate.
    • Provide accurate forecasting models for all areas of performance.
    • Lead on the development and on-going improvement of the Trust's Integrated Performance Dashboard for the Trust Board and Divisions
    • Oversee the regular production and lead on the analysis of the Trust Integrated Performance Report and the Finance and Performance Executive Reports
    • Support and hold Divisions to account to deliver a range of performance standards and targets
    • Anticipate and plan for changes to any business or technical constraints.
    • Actively ensure that performance management timescales are adhered to, promoting healthy floor to board reporting
    • Support and deputize for the Line Manager or Deputy Chief Finance Officer at Divisional Monthly Performance Meetings, and Performance Assurance Group where necessary.
    • Work with Divisions where standards are failing to develop robust action plans to recover performance and ensure delivery within agreed timescales.
    • Ensure risk of financial penalties to George Eliot are mitigated through robust management of performance and recovery plans (both contractual targets and national recover targets).
    • Widely communicate financial implications of performance failure and ensure recovery plans account for financial risks.

    Information management

    • Work with the Chief Finance Officer to undertake and present complex analysis of performance information across the Trust, explaining data patterns and their implications on interpretation and promote data-driven decision-making to influence decision making and highlight financial and operational risks of performance trends
    • Provide executive summaries of performance through data trends, internal and external influences, and organisational priorities in divisional, organisational, and Foundation Group meets and Boards.
    • Along with the Clinical Managers, ensure the Data Science Managers understand the context of the data they are analysing, ensuring they have the knowledge to appraise the accuracy and quality of a range of data ensuring that data is fit for the intended analysis and that the analytical products are suitable for their audience.
    • Support divisions to provide narrative for any performance issues for monthly integrated Board report, Finance and Performance Executive Report and other Executive level reports, to include summary of recovery plans.
    • Actively support the Quality Assurance requirements in place within the Information Department
    • Promote the use of benchmarking and audit to improve performance and patient experience across a range of measures within the Trust.
    • Work with the Data Warehouse and Development Team to develop integrated BI solutions which support the delivery of the Performance framework.
    • Apply innovative approaches to resolve organisational and team issues.

    Other

    • Line-manage the Performance Support Officer and provide cross cover for management of the Information and Data Warehouse & Development Teams as required.
    • Advise and support the wider Information Team on the most appropriate analytical techniques to use and create models that support the business strategy, supporting your team to do so.
    • Ensure that direct report(s) receive appropriate training and development to ensure that they are able to competently and safely fulfil their roles, including any statutory and mandatory training.
    • Deputise for the Line Manager, or Deputy Chief Finance Officer as required and represent the Trust at local and national meetings.
    • Provide cross cover in the absence of other members of the Information and Performance Department.
    • Investigate and respond to queries received, including complaints, queries, freedom of information requests and queries from external bodies.
    • Chair meetings and task and finish groups, ensuring actions are documented and acted upon to ensure delivery across Clinical Divisions to agreed timescales.
    • Lead on completion of internal and external returns, as delegated by the Assistant Director of Information and Performance, Deputy Chief Finance Officer and Chief Finance Officer.
    • Budgetary responsibility for the Performance Team, and associated authorisation of expenses.

    Person specification Experience and Knowledge

    • Substantial management experience in a high-performance environment, with proven ability to improve operational performance at an organisational level
    • Extensive knowledge of NHS data sets, health and social care delivery systems and models of care
    • Experience of business planning, objective setting and performance management processes
    • Proven ability to improve operational performance at an organisational level
    • Proven ability to translate strategic goals into tactical plans and to monitor progress and outcomes
    • Experience of SQL, SSRS and Power BI
    • Experience of managing staff, including Training and Development, Appraisals, and formal HR processes
    • Experience of planning and delivering programmes, projects and services on time
    • Excellent knowledge of Microsoft Office, in particular Excel, Powerpoint and Word
    • Experience of being responsible for a budget, involved in budget setting and working knowledge of financial processes

    Qualification(s) and Professional Training

    • Degree in, or 10 years' NHS experience of a numerical / Analytical discipline
    • Excellent project management skills and organisational skills
