Job summary:
This is an exciting opportunity to be part of the Office for Science and Technology Strategy (OSTS) set up in 2021 to drive and coordinate a cross-government approach to science and technology (S&T).
OSTS provides advice to the PM and the National Technology Adviser by working with S&T experts across the UK and internationally.
It holds other government departments to account for their role in changing the UK S&T landscape.We ensure that the government's S&T capabilities are maximised, using all government levers available, including procurement, immigration, education, and investment.
The unit has set up systems for cross-Whitehall leadership on science and technology, including by acting as Secretariat for the PM-chaired National Science and Technology Council.
Job description:
You will need to lead engagement work for the team, with responsibility for:
- Leading strategic planning and operational delivery of an impactful engagement strategy for the Office for Science and Technology Strategy that secures HMG objectives for science and technology.
- Developing a programme of twoway engagement with stakeholders across industry, academia, government and parliament, for example, through workshops on key issues.
- Acting as a team leader, supporting junior staff to develop and working collaboratively across the unit to deliver shared objectives.
- Promoting the brand of OSTS and working to ensure its longevity.
- Coordinating strategic engagements for senior officials and drafting briefings for key meetings.
- Working effectively with partners across government to develop and communicate the UK Framework for S&T.
Person specification:
As head of external engagement, you will be responsible for the management of OSTS interaction with external stakeholders in the S&T sector.
This requires a leader with an eye for detail and strategy; operating in a highly political environment, you will ensure that processes facilitate the strategic outcomes ministers want.
Essential Criteria
- Excellent communicator who can confidently explain and engage on complex technical ideas.
- Effective collaborator who works to bring together people and ideas toward key objectives.
- Strong leadership to demonstrate clear branding, direction, and purpose and support the team to maximise its influence within and beyond government.
- Experience working with ministers and senior stakeholders.
- Experience developing and delivering holistic and strategic programmes of engagement.
Desirable Criteria
- Experience working on science and technology policy or a related field and a strong sense of mission that aligns with OSTS' remit.

Please note that this role requires SC clearance, which would normally need 5 years' UK residency in the past 5 years.
