The role requires an experienced, senior, highly qualified and competent professional with broad experience and a highly developed skill-set in risk management.

The individual will be able to proactively negotiate and influence at senior levels within the organisation, linking closely to executive functions, senior management and staff in the provision of the Trust's progressive Risk management agenda.


  • The Head of Risk Management will support the CEO, Board and Non
  • Executive Directors and will be directly responsible to the Assistant Director of Integrated Governance and will lead on all risk management strategies and initiatives. The role will have significant input to the Trust's strategic and business planning systems providing advice on all risk management aspects including risk appetite.

  • Leading the development of strategic and operational plans for risk in Public Health Wales (PHW), including the development of an overarching Integrated risk management framework for the organisation aligned to the strategic direction of NHS Wales
  • Leading the development of risk management arrangements for PHW, including the development of an overarching risk performance framework for the organisation in line with the Integrated Governance agenda
  • Ensure robust arrangements are in place for risks and processes for management in all PHW Directorates
  • Work with Executive Team, Leadership Team and Senior Managers to integrate risk, into all business strategies and plans at all levels of the business, including programmes and projects
  • Ensure timely and high quality advice and information on risk is made available, and provided to, Board members, Executive Team and senior managers
  • Develop long term improvement and development plans as part of the Quality, Nursing and Allied Health Professionals Directorate and Integrated Governance Division plans, which will include the prioritisation of resources
  • Ensure close collaboration with stakeholders for risk arrangements at a local and national level and support partnership working across the public sector
  • Establish clear guidance and tools to identify and immediately address risks, issues and concerns in relation to business, quality and performance and to advise on controls design and implementation
  • Design, deliver and manage relevant training strategies, to ensure all staff receive appropriate advice and guidance on risk management
  • Ensure regular review and monitoring of key risk management processes, policies and procedures making improvements where necessary
  • Carry out an annual audit of the Risk Management Framework, and set Key Performance Indicators to ensure improvement, develop and update relevant risk management policies in line with national drivers, legislation and corporate objectives
  • Review and analyse risks and trends across PHW. Raise concerns with the relevant leads and support them to address concerns identify and communicate lessons learned to other leads where appropriate
  • Provide regular and robust reports on themes and trends from external accreditation, and inspections including learning outcomes
  • To be the author and lead for the Risk Management Strategy, directly responsible and accountable for providing expert knowledge on Information and data produced or held by PHW
  • Ensure that the Board and the Accountable Officer are kept up to date and briefed on all risk issues affecting the organisation and its business partners
  • Ensure that the organisation's approach to risk management is effective in terms of resource, commitment and execution, being appropriately communicated to all staff
  • Provide a focal point for the escalation, resolution and/or discussion of risk management issues
  • To ensure that there are robust quality assessments of systems and processes for all areas in relation to risk management
  • To ensure that there are robust record management processes for risk in place which are maintained, archived and continually improved
  • Work with relevant professional advisory mechanisms and staff representative groups to achieve early and continuous engagement in risk management
  • Align PHW's risk plans to the strategic direction of NHS Wales
