About the JIO


The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC) and the Foreign Policy and Security Council, the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.


The PHIA Professionalisation Officer role sits within the Professional Head of Intelligence Assessment (PHIA) Professionalisation team and exists to manage projects across the Intelligence Analysis profession.

Working flexibly, the incumbent will lead on a variety of different work strands in support of the profession, managing the delivery of the projects and shaping them to the needs of the community.

The Professional Head of Intelligence Assessment (PHIA) was established in 2005.

The post and associated team is part of the JIO and leads on the development of the UK intelligence community's analytical capability.

The Role
The UK Intelligence Assessment Academy was established in 2019. It is part of the Professional Head of Intelligence Assessment Directorate within the JIO. The Academy offers a suite of courses to intelligence analysts across HMG.

You will deliver and develop the Established Analyst Programme, inspiring cohorts of students and contributing to the professionalisation of the intelligence analysis profession.

You will engage with partners across the profession, within HMG and internationally.

STRAP is an additional layer of clearance for some sensitive roles in addition to DV.


Responsibilities

  • Work to the Head of Academy to deliver and develop the Established Analyst Programme for experienced all source intelligence analysts across government and lawenforcement.
  • Assist in the delivery of the New Analyst Programme for new entrants to the intelligence analysis profession.
  • Support the development of the UK Intelligence Assessment Academy, identifying and building new courses for analysts.
  • Maintain relationships with existing analytical training teams across government individually and through the Academy Working Group. Partner with Five Eyes and other International Allies to ensure best practice in analytical learning is embedded in the UK and represent the UK assessment community internationally. Engage with the private sector and academia to ensure learning for UK analysts is up to date.
  • Act as a role model to the UK intelligence and assessment communities in learning, building trust and collaborative relationships that get the best from everyone. Build consensus on emerging developments, managing challenge and dissent constructively.
  • Support the senior management team in their corporate agenda, including the further development of the organisation. Stand in for the Head of Academy where necessary, including to gain experience for your own development.
  • Have the opportunity to line manage.
  • Contribute to your team's wider work or to other JIO work, both to support colleagues and for your own development.

Person specification:


  • Have previous experience working in all source intelligence assessment;
  • Be organised, able to work across several different work strands at any given time;
  • Have excellent interpersonal skills and be a team player, able to develop and manage close working relationships with colleagues across organisational boundaries;
  • Have strong written and oral communication skills. This includes the ability to explain complex issues in a clear and concise manner to a range of audiences.
