Job summary:
The Office of Government Property (OGP) is a business unit of the Cabinet Office, leading the Government Property Function, setting strategy and delivery standards for multiple Government-wide programmes, and leading the Property Profession of 7,600 professionals across Government.
This senior leadership role sits in the Function Portfolio and Capability Team, overseeing performance, business planning, governance, finance, workforce and capability for OGP and supporting the wider property function.
The Function Portfolio and Capability team is a friendly team of 25, based across the UK, and we're proud to have a mix of professional skills across Project Management, HR, Property, and Communications.
Job description:
The Head of Portfolio Management Office is a senior leader in OGP, responsible for providing leadership and strategic oversight of all of OGP delivery, including programmes and business as usual.
Working closely with the Executive, you will drive the performance management of OGP delivery, and enable the unit to manage its strategic risks and continually improve delivery/performance.
You will manage a team of 5, who under your leadership oversee crucial aspects of the OGP portfolio such as ensuring the system of function and programme governance is fit for purpose and runs effectively, overseeing the OGP budget and leading on workforce management.
This is an exciting, challenging role which requires a high degree of political sensitivity, senior management influence, interpersonal skill and professional capability, working with an array of different stakeholders.
Responsibilities
- Leading the performance management of OGP delivery against the business plan enabling members of the Exec to be held to account for their part in function and OGP business delivery;
- Leading the performance management of property function delivery against the Government Property Strategy enabling departments and delivery bodies to be held to account for their part in functional delivery;
- Running the annual OGP business planning cycle, ensuring effective allocation OGP's annual budget against OGP strategic objectives, functional priorities and ministerial priorities;
- Delivering OGP's SR bid and overseeing the advice and assurance we give departments on the property elements of their SR bids
- Management of OGP's budget, supporting members of the Exec forecast and account for their allocated spend;
- Leading the OGP Exec members in identifying and mitigating OGP's strategic delivery risks;
- Overseeing the system of OGP and Property Function governance, ensuring all meetings are being run efficiently and effectively;
- Leading the management of OGP's workforce, including recruitment and people engagement, ensuring that OGP is the right size and has the right skills in place to deliver.
In summary this is a role with variety, responsibility and fantastic exposure to high profile Government priorities across OGP, Cabinet Office and a range of other departments.
