    The System Analyst will be responsible for the maintenance and management of the Critical Care clinical information system (Metavision).

    Working closely with Clinicians, Nursing Staff, Heads of Nursing, and the Data Team, the Systems Analyst will oversee the day-to-day administration, development, and management of Metavison.

    The post-holder will have experience configuring, troubleshooting, and maintaining complex platforms, or show clear aptitude in this area, and will be able to liaise where necessary with internal and external stakeholders.

    Main duties of the job

    The Critical Care units at BSUH are based at the Royal Sussex County Hospital, Royal Alex Hospital and Princess Royal Hospital.

    The Systems Analyst, reporting to the Directorate Manager, will have direct responsibility to manage the daily operation, maintenance and development functions of the integrated Critical Care IT applications, electronic communications and website across all sites both technically and in effective business use.

    The post holder will support the delivery of services to include the achievement of departmental and Trust objectives, and the provision of an efficient and cost effective Metavision or similar Critical Care clinical information system. The post holder will be expected to work with and support all other Trust applications as and when required.

    Key responsibilities include management of supplier contracts on behalf of the directorate manager, ensuring that the applications and systems are reliable, secure

    (confidentiality, integrity, accessibility) and up to date. To champion the use of the

    systems, develop and promote their effective use and to ensure they contribute to the efficiency and effectiveness of patient care.

    The post holder will also be responsible for provision of end user support and training, data quality and analysis, producing performance and monitoring reports.

    Detailed job description and main responsibilities

  • To manage the complex clinical and administrative applications on a day-to-day basis to maintain maximum functionality and availability and provide full technical support.
  • To develop, maintain and implement the operations manuals, training materials and business continuity plans for the systems and applications. This includes liaison with the IT infrastructure team to ensure backups are taken to ensure business continuity.
  • To provide timely first level support within the service including the running of diagnostic tests required to identify the source of a problem, evaluation of the scope and impact, planning and implementation of the remedy in liaison with Trust technical staff and suppliers as appropriate. These problems may be highly complex and technical. To ensure clear precise documentation is available to assist others with problem identification and solution.
  • To be responsible for comprehensive testing programmes, develop and run test scripts to test any changes in functionality before releasing any upgrade to the live environment – testing is a significant and complex responsibility.
  • Work closely with the Directorate Manager/Public Health Manager and service leads to ensure data quality, reporting and compliance with national targets and Contract KPI's for Critical Care on a daily basis. To escalate to service leads where there is a risk that capacity does not match demand for the service.
  • To produce statutory, national and service specific reports which may require complex data analysis.
  • To provide training to staff on use of the IT systems and generation of basics reports.
  • To ensure compliance with the Trust's IM&T policy and all aspects of the Data Protection Act and Caldicott principles are adhered to, liaising with SCT and BSUH governance leads.
  • To be the Information Asset Administrator (IAA) for the services. The primary role of the IAA is to support the Information Asset Owner (IAO) to fulfil their responsibilities. IAAs must ensure that policies and procedures are followed, recognise actual and potential security incidents, consult with their Information Asset Owner on incident management and ensure that information asset registers are accurate and up to date.
    Key responsibilities: Maintenance of Information Asset Registers.Ensuring compliance with the Data Protection Act – data sharing agreements within the local area.Ensuring information handling procedures are fit for purpose and properly applied.Under the direction of their IAO, ensuring that personal information is not unlawfully exploited.Recognising new information handling requirements (e.g. a new type of information arises) and that the IAO is consulted over appropriate procedures – e.g. completing/updating information mapping flows.Recognising potential or actual security incidents and consulting with the IAO.Reporting to the IAO on the current state of local information handling.Ensuring that local information handling constraints (e.g. limits on who can have access to the assets) are applied, referring any difficulties to the IAO.Act as first port of call for local managers/staff seeking advice on the handling of information.Under the direction of the IAO, ensuring that information is securely destroyed at the end of the designated retention period.
  • Represent the Department as required at appropriate meetings, internal and external to the Trust.
  • Lead on implementation of the integration of robust information management systems for the service.
  • Provide operational and project management support and guidance for any service developments or performance improvement/change programmes agreed by the service, ensuring that such changes and developments are appropriately planned and assessed so that financial, human resources and other implications are properly considered in any decisions.
  • Work in conjunction with the management team in devising effective communication channels so openness and honesty throughout the service is supported to build a strong team able to achieve its vision. This may require the communication of highly complex and/or sensitive information to a range of audiences and overcoming resistance and barriers to understanding.
  • Promote and enable a culture of continuous quality improvement and a customer focused IT/data administrative service.
  • To keep the service's management team informed of significant problems affecting the functionality or availability of the applications that impact on service delivery.
  • To be aware of the central role and impact of the Trust's IT and data systems on Critical Care clinical services.
  • To be responsible for the procurement and maintenance of all IT physical assets and supplies for the service.
  • To monitor and contribute to the review of the IT and data budgets for the service and identify financial initiatives for cost improvement and efficiency.

    Essential criteria

  • Educated to Degree Level or relevant equivalent experience in managing and developing complex IT systems and statistical analysis.
  • Practical Experience of Clinical Databases and their management.
  • Working understanding of NHS IT networks, security models and NHS data communication pathways.
  • Experience of training users in use of complex clinical and administrative systems.
  • Desirable criteria

  • Appropriate/relevant System Administration Qualifications/registration.
  • ECDL or Microsoft Office Specialist Qualifications.
  • Systems testing experience.
