Ofcom is the regulator for the communications services that we use and rely on each day.

We make sure people get the best from their broadband, home phone and mobile services, as well as keeping an eye on TV and radio.

We also oversee the universal postalservice, look after the airwaves used by wireless devices, and also help to make sure people don't get scammed and are protected from bad practices.

We have recently taken on the regulation of video-sharing platforms, and we are preparing for a role in protectingpeople from online harms.

Purpose of the Role


Working as part of the Commercial Team and reporting to the Head of Commercial, the Procurement Manager will provide professional and effective procurement and commercial support to the business.

There will be a particular focus on procuring market researchand professional services although there will be variety and flexibility in the spend categories and business areas that the role holder will work on.


Key responsibilities


Following several years of evolution, development and investment Ofcom's Commercial Team provides valued and effective commercial and procurement support to the business.

The team has significant commercial influence and plays a key role in ensuring thatOfcom continues to operate efficiently and delivers value for money.


As part of a team, the role will be responsible for strategic sourcing, tendering, negotiation and contract implementation across the full spend portfolio in addition to building strong relationships with cross-functional Ofcom teams.

Current costs, controlsand processes are to be continually analysed and optimised.

The role will be responsible for the following:

  • Proactive engagement with Ofcom client groups including providing effective commercial advice.
  • Proactively identify and deliver cost savings and process efficiencies across the breadth of the Commercial Team's remit.
  • Effective implementation of procurement best practice to deliver first class procurement and commercial services to the business in particular managing a range of ITTs (including above PCR threshold) and minicompetitions under Framework Agreements.
  • Deliver against commercial targets ensuring overall team delivery.
  • Collaborative working with Crown Commercial Services and other regulators and public bodies where there are benefits to the business.
  • Provide additional resource to other Commercial Team colleagues for high complexity and/or high value projects.
  • Provide cover for other Commercial Team colleagues' absences to ensure deadlines are met.
  • Complete any other adhoc requests that are in line with your skills and capabilities.
  • Comply with all relevant Ofcom policies, procedures and behavioural competencies.

Skills, Knowledge and experience

Essential

  • Demonstrable recent experience of Public Contract Regulations and managing regulated procedures
  • Demonstrable public and/or private sector experience across a broad indirect commodity portfolio
  • Demonstrable experience of leading and managing procurement projects including tenders and mini competitions under framework agreements
  • Successful development of strategic sourcing strategies
  • Ability to work effectively under pressure and deliver to deadlines
  • Ability to engage effectively at all levels within the business and across specialisms as well as other public bodies
  • Proven analytical skills
  • Proven contract and risk management skills
  • Proven procurement skills in securing savings and other benefits
  • Proven project management skills
  • Demonstrable experience of presenting to all levels of an organisation
  • Excellent interpersonal skills including a capability to effectively influence outcomes
  • Excellent stakeholder management and relationship building skills
  • Qualified or Part Qualified Member of the Chartered Institute of Procurement & Supply (MCIPS)

Desirable

  • Demonstrable experience of procuring market research and professional services
  • Demonstrable experience utilising Crown Commercial Services and Government Digital Service Frameworks
  • Experience using BravoSolution/Jaggaer etendering tool
  • Experience using Workday finance system

Qualifications
MCIPS Qualified or Part Qualified
