Job description:


The TSO Halton and Holcombe Moor Training Area(H&HMTA) is accountable for the day-to-day delivery of the safe place to train for authorised users to support the endorsed and contingent training requirements of Defence.

The TSO is accountable for the safe allocation and management of all range and training area facilities at Halton, Holcombe Moor and the Ambleside Hut.

The TSO is to align with DSA OME 03 Part 3. The TSO must demonstrate a full working knowledge and understanding of the SSoT of Training.

The TSO requires an extensive understanding of military procedures for live fire and dry training to ensure that users' training objectives are met, and the use of all facilities are optimised safely.

A detailed knowledge of, and experience in, military training, its planning and management, are deemed crucial and this includes the SA(B) 90 range qualification/civilian equivalent.

The TSO (H&HMTA) will be accountable for the safe place within a large training camp,adventure training hut and remote training area and as such leadership experience at subunit or above level or civilian equivalent and All Arms Company Quartermaster Sergeant or civilian equivalent are deemed highly desirable.

Liaising and corresponding with major units and formations, preparing essential documents and staff experience at this level is deemed crucial.


The TSO provides compliance assurance by monitoring the use of all range, training areas and training facilities to ensure the maintenance of a Safe Place.

They provide advice and support as necessary to facilitate efficient and effective use of the training estate, if necessary, correcting non-compliance.

They ensure that site specific Standing Orders and Risk Assessments are completed and in date.

They allocate bids and authorise use of ranges and training facilities using the bidding allocation management system, co-ordinating and de-conflicting user bids.

They provide the Senior Planning Officer (SPO) and Range Conducting Officer (RCO) with relevant site-specific information on hazards, template restrictions and correct practice, enabling efficient and safe use of the facilities and implement the appropriate after-action process to report unauthorised intrusions by Air, Land or Sea.

Reasonable overtime, on call and night working are required.

The post holder is required to wear DIO branded PPE and clothing. If the post holder is ex-military MTP uniform may be worn at the discretion of Commander UK DTE North

Leadership and Management of UK Defence Training Estate

  • Assist your Line Manager to deliver departmental goals.
  • Demonstrate a personal commitment to the DIO Guiding Principles.
  • Maintain effective liaison within DIO, IP, contractors and local stakeholders to develop collaborative working and safeguard the reputation of the MOD.
  • Ensure local compliance with mandatory requirements e.g. H&S training, Fire Safety, Explosive Safety.
  • Support the Head of Establishment (Commander DTE N) to deliver and implement their HoE responsibilities
  • Lead on the Halton, Holcombe Moor 10 Year infrastructure Plan.

Management of Ranges and Training Areas

  • Ensure 'safe place' is applied in accordance with JSP 375 (Safety in Military Training and Exercises).
  • Produce and review Standing Orders, Risk Assessments and other range documentation, ensuring they remain current, across the region.
  • Maintain the ecological and environmental sustainability of the training area, consistent with environmental designations; provide advice to conservation bodies, interest groups and the public.
  • Ensure inspections are conducted in accordance with current policy and initiate repair work as required, across the region, advising and assisting all the regional TSO community.
  • As HoE facing site lead ensure all camp facilities are in compliance with statutory and mandatory policy.
