Are you a self-reliant Business Analyst seeking an opportunity to drive organisational change and deliver critical projects within central government?


Allen Lane are delighted to be supporting our client in the recruitment of a Business Analyst to support the organisation achieve its objectives and influence effective change.


Job responsibilities:

The post-holder will be responsible for helping to deliver key projects within the organisations strategic change portfolio


This will consist of:

Business Analysis (80%)

  • Research and document user requirements using a variety of techniques to identify the underlying need. Expressed using techniques such as User Stories and agree priorities with the Product Owner, Methodology Lead and other stakeholders and SMEs to developthe business requirements as driven by the auditing standards, organisation methodology and the strategic direction of the organisation.
  • Structure the highlevel requirements so they can be used across the project and for communication purposes
  • Business process modelling to support a cohesive development and to ensure the solution meets business needs
  • Work with architects and PMO Services to promote alignment of projects or proposed solutions in line with business strategy.
  • Work with technical resources to provide solution options considering all possible alternatives to strike the right balance between tactical improvements and strategic solutions. The Post Holder must have a proven record of working with stakeholders toreach a consensus in this way.
  • Ensure that solutions provide measurable benefits to the office. Help to define how benefit can be realised, and how they will be measured.
  • Provide a bridge between the business and technical teams to ensure collaborative approach to tasks. Ensure that user stories are fully understood and be a point of contact for clarification throughout development in the absence of a user representative.
  • Ensure that functional and non functional requirements are drawn up with clear acceptance criteria that will underpin both technical and user experience test practices.
  • Lead research into potential solutions and concepts with staff and other stakeholders.

Support to Programme and Project Management (20%)

  • Support Programme and Project Management to ensure that projects are delivered in the right way and in the production of various governance artefacts, including business cases, benefits models and associated reporting and wider supplier management
  • Help manage changes to project scope, identify potential risks and impacts.
  • Define project success criteria and share them with involved parties throughout the project lifecycle.
  • Scan the horizon for potential changes or emerging initiatives, assess their impact within context of wider work programmes.
  • Identify improvements opportunities and assess and feed into work programmes or BAU operations.
  • Participate in knowledge transfer to other staff to ensure that the practice continues and runs through all that we do.

Key skills, behaviours, and experience

Qualifications/Training:


  • Hold at least four business analysis BCS Business Analysis certifications or equivalent, including Foundation essential;
  • Experience as a lead business analyst essential
  • Formal training and experience in at least one modern software development lifecycle / methodology (e.g. DSDM, Agile, RUP) desirable;
  • In possession of BCS International Diploma in Business Analysis or equivalent desirable

Behavioural skills and personal qualities:


  • Collaborative with excellent interpersonal skills;
  • Strong analytical and problemsolving skills, comfortable working at both a conceptual and detailed level. Selfconfident and selfmotivated to drive forward analysis, present findings and arguments in the face of challenge or resistance;
  • Able to rationalise complex information and clearly articulate user needs to make them understandable for others to work with. Excellent communicator to both technical and non technical staff.
  • Ability to negotiate, manage conflict, influence outcomes and gain buyin for new initiatives and ways of working;
  • Strong verbal and written communication skills with customers, key stakeholders and technical staff at all levels, including presentation skills.

Business skills:


  • Workshop facilitation skills.
  • Ability to effectively prioritise and execute tasks in a complex and changing environment.
  • Experienced in change management.
  • Experience of open source and cloud technologies and their sourcing.
  • Desirable
  • Experience of the implementation of Enterprise Content Management (ECM) systems, document management (EDRMS), intranets, collaboration & social media tools, portals and employee directories.
  • Desirable
  • Experience of Information Architecture requirements in a SharePoint solution. An understanding of working with Data Models.
