BackHead of Strategy, Policy & Improvement:
We are looking for a dynamic leader who has the confidence and ability to collaborate with others, and who can nurture relationships across council services and partner organisations to help deliver the borough's strategic ambitions.
As an expert in one of the Directorates policy areas, you will play a visible and impactful leadership role working to embed our 'Enabling People' approach to multi-disciplinary working across policy, strategy, data analysis, performance and commissioning.
- How do we deliver high quality social care to a population with ever more complex needs?
- How do we break down entrenched health inequalities to allow our communities to thrive?
- How do we create an integrated health & care system that delivers person centred care?
- How do we support our communities to feel safe so that residents can be happy and active citizens in the places they live?
The role sits as part of the Directorate Leadership Team and is responsible for a service that comprises three teams: Strategy & Policy, Data & Performance and Strategic Boards.
- Delivering council strategies including Combatting Drugs, Serious Violence and Violence Against Women & Girls
- Supporting preparations for the Care Quality Commission Inspection regime, including our Adult Social Care Needs Assessment
- Developing the Directorate approach to data and performance, including the effective implementation of Power BI
- Overseeing the statutory returns processes for Adult Social Care, including the new Client Level Data return and future changes to ASCOF
- Improving our strategic partnership working across the Health & Wellbeing Board, Community Safety Partnership and Safeguarding Adults Board
About you
- An exceptional strategy & policy skillset including policy analysis, evidencebased policy making and strategic planning
- A welldeveloped understanding of data and performance approaches, including Outcomes Based Accountability
- Collaborative leadership skills in complex partnership environments and astute political understanding
- A track record of delivering tangible outcome improvements for residents/service users
- An ability to act as a 'critical friend' to the service areas SPI supports in the Directorate
- An expert understanding of either health, adult social care, public health and/or community safety policy, including the national and local operating contexts and statutory/regulatory frameworks
