Your new role
The Pavements SES team has a leading role in the management of National Highway's pavement assets.

As a Senior Pavements Advisor, you will have a great opportunity to be an integral part of this national team of pavement specialists; providing technical direction and assurance for all pavements infrastructure on the Strategic Road Network.

You will be responsible for maintaining and developing pavement policy, standards and best practice; as well as providing technical advice to those parts of the organisation responsible for delivery.


You will develop collaborative relationships with internal colleagues and external stakeholders and this will require occasional travel on a national basis.

Although you will not have any direct reports, you will have the opportunity to mentor colleagues and manage supplier resources and contracts, including tasks on our Innovation Programme.

You will be leading on maintaining and updating the relevant pavements' sections of the Design Manual for Roads & Bridges (DMRB) and the Manual of Contract Documents for Highway Works (MCHW) and support the review of departures so we can ensure innovative, non-compliant solutions are appropriately assessed.


You will act as a source of specialist expertise in pavements and asset management; providing advice and guidance to National Highways operational delivery colleagues and suppliers.

This role will require you to actively engage with these stakeholders to understand their business needs and identify key areas for improvement and share best practice.

You will have the opportunity to fully engage in Value Management and Engineering across the entire network.

To be successful, you will have a relevant civil engineering or pavement/highways engineering qualification (e.g. BEng, BSc, BA, HND/HNC Foundation Degree) and membership of a relevant professional institute (e.g.

IHE, CIWEM, ICE or CIHT) at either Chartered or near Chartered status (with a clear plan in place to gain accreditation).

Specialist pavement engineering expertise is a must, and knowledge of skidding resistance process and policy is desirable.


What you'll be leading on
Reporting to a Principal Advisor/Team Leader, your role will comprise (but not be limited to) the following key deliverables:

  • Contributing to the ownership and management of the Company's pavement standards and specifications.
  • Acting as a source of specialist advice to colleagues (including supporting scheme delivery, strategic planning for RIS development, reporting asset condition metrics).
  • Providing technical assurance (including Departures from Standard).
  • Supporting technical change (including DMRB standards programme in RIS1 and the MCHW specification programme in RIS2).
  • Supporting the reporting and the management of KPI3 (Keeping the network in good condition pavements metric).
  • Demonstrate efficiencies and value for money across a programme of projects.

To be successful

  • A good understanding of National Highways' business, organisation structure and the nature of its assets.
  • Strong networking and communication skills, including the ability to communicate effectively and present results.
  • Membership of a relevant professional institution (CEng, IEng, MICE, or IStructE) and/or a relevant degree and extensive relevant experience.
  • Proven experience of developing solutions and providing specialist advice in Pavements.
  • Evidence of managing internal and external stakeholder relationships to achieve desired outcomes.
  • Able to engage effectively with staff at all levels.
  • Specialist knowledge within the discipline of Skidding Resistance Process and Policy would be an advantage.
