Job Introduction

Milton Keynes has uniquely placed water management at the forefront of its design since the City's inception in the 1960s.

A series of balancing lakes and linear parks throughout the city help control water and ensure it is managed in a sustainable manner.

This importance of sustainable water management across and throughout Milton Keynes has continued to grow and so we are looking to expand our Flood and Water Management team.

We are looking for two Flood and Water Management Officers with a background in flood risk management to join our team.

Whilst there will be some opportunity to get involved with all aspects of the Lead Local Flood Authority role, we are primarily looking to cover two primary work themes across the two roles.

The first role will specialise in the role of the LLFA as a statutory consultee to the planning system

This will involve:

  • Reviewing and providing technical responses to planning consultations on surface water drainage matters
  • Working with the team to ensure our guidance documents are up to date, including any changes that arise as a result of Schedule 3 of the Flood and Water Management Act 2010
The second role will specialise in project support and delivery

This will involve:

  • Managing the delivery of small scale flood risk/drainage projects
  • Supporting in the delivery of large scale flood risk projects, including maintaining project files, developing project plans and managing information
  • Managing and reporting on progress of projects and resolving/escalating emerging issues in a timely manner
  • GIS/data management
  • Flood investigations
  • Land drainage enforcement
  • Community flood resilience and engagement

In either role you will play a vital part in ensuring flood risk is managed for the residents and businesses of Milton Keynes.

The role is based primarily at Synergy Park, but some travel will be required across the Borough.

There will be an excellent training/induction package to support you.

Role Responsibilities
Responsibilities are dependent on the role, however generally they include:

  • To identify and secure sources of funding available to the Council, including opportunities for partnership bids and joint funding with external organisations
  • To assist in developing and implementing flood management schemes, projects and studies, which aid the reduction of flood risk across the Borough, including managing of external consultants, where required
  • To maintain and hone effective working partnerships with the Environment Agency, Internal Drainage Boards, Anglian Water, Parks Trust, National Highways and other relevant authorities to secure a collaborative, strategic and integrated approach to flood risk management in Milton Keynes
  • To assist in instigating and coordinating flood risk investigations, including management of external consultants, where required
  • To contribute technical advice and knowledge to the production and review of other Council documents which incorporate flood and water management elements, including, statutory Development Plan Documents and other planning policy documents
  • To work effectively with other departments and directorates of the Council to ensure flood and water management is taken into account in their work e.g. Highways, Emergency Planning, Landscaping, Estates
  • Experience in a relevant field and detailed working knowledge of flood and water management such as national and local planning policy, an understanding of SuDS and/or knowledge and understanding of funding sources for flood risk management
  • An excellent understanding of Flood and Water Management related legislation and policy e.g. Flood and Water Management Act 2010 and Land Drainage Act 199
  • The ability to understand, analyse and interpret often complex, technical data and reports
  • The ability to prioritise own workload to meet deadlines and be able to work well under pressure
  • The ability to communicate effectively and concisely both verbally and in writing
  • Flexibility to work in different locations with Synergy Park being the main base
  • Valid UK Driving Licence is essential as travel will be required for this role
