The Chief Digital Information Office (CDIO) group is HMRC's IT and Security function and has over 4,000 people. CDIO group is a key part of HMRC and at the heart of everything the organisation delivers.


We are responsible for more than £1 billion of annual technology spend, and all of the technology powering HMRC's transformation into a trusted, modern tax and customs department.

We also run one of the biggest and most complex and sophisticated IT estates in the UK.

CDIO are leading one of the biggest digital transformation programmes in Europe.

To support this, we are also transforming how we are structured, which will improve our service for our customers and colleagues.


Job description:

The Chief Digital Information Officer is accountable for the leadership of this Group, through a significant period of change.

To support the Director General (DG) to deliver against these objectives, it is critical that the CDIO Private Office is operating at a strategic level and can respond to fast paced and high-pressurised challenges.


We are therefore recruiting for a Private Secretary to the Chief Digital Information Officer to lead the CDIO DG Private Office team, and to support the DG to deliver the groups strategic objectives for HMRC.

This will require leadership and management at all levels, including significant influencing across HMRC and government.

The postholder is responsible for providing direct private secretary support to the DG, and will be accountable for critical pieces of organisational delivery.

This is within a period of significant change, and so will require an individual who is highly adaptable and able to operate within ambiguity.


The postholder will also be responsible for developing and leading a high-performing private office team, who are empowered to deliver and manage effectively across competing priorities.


Person specification:


  • Working directly to the CDIO to run the Director General's (DG) Private Office, maintaining an organisational view of key issues affecting the Group, and driving forwards the strategic objectives of the function.
  • Collaborating at all levels across government and in ministerial offices. The role holder will need to be comfortable communicating and influencing Senior Civil Servants (SCS) across government and throughout the organisation.
  • Supporting the CDIO in delivery of their objectives and priorities, as well as acting as a trusted advisor. You will increase the visibility of the DG across the organisation and ensure the DG is suitably briefed for all meetings, providing support on high profile and sensitive issues. You will need to remain alert to emerging issues and ensure the DG is aware of them.
  • Ensuring the CDIO has structured oversight of the strategic delivery of the CDIO portfolio and priorities and business as usual activity. This includes clarity on what progress is being made, how stakeholders are being led and early sight of risks to delivery, along with the ability to drive progress and maintain the momentum.
  • Supporting the CDIO in their role as DG Champion of Disability across HMRC. This requires extensive work across HMRC and with other government departments, to make a strategic impact on the inclusion agenda. This is an HMRC inclusion priority, hence a highprofile project area.
  • Leading on briefings for senior stakeholders, including the HMRC Executive Committee. This requires political awareness and an appreciation of the strategic picture, to ensure that messaging lands with the right tone.
  • Proactively anticipate risks and opportunities as they emerge, assessing mitigation options and provide early warning signs where required.
  • Leading and developing a team, and oversight of the daytoday running of all Private Office activity. Owning the office during a critical phase of the department digital transformation.
